1. Approval of Minutes: Regular Meeting of 8-5-93.

2. Adoption of Resolution L 93-12 approving a variance
request to allow a portion of an existing detached garage
to be converted into a 300 sq ft accessory unit which
encroaches 6.5 ft into the required 10 ft side yard
setback and 10.7 ft into the required 25 ft rear yard
setback for a total setback of 3.5 ft from the side and
14.3 ft from the rear. The applicant is also proposing
to construct a 300 sq ft addition to the garage which
would also encroach 6.5 ft into the required 10 ft side
yard setback for a total setback of 3.5 ft. CASE NUMBER:
93-122 V; APPLICANT: Scott & Suzanne Morris; LOCATION:
1730 Wilstone Avenue; ENVIRONMENTAL STATUS: Exempt per
CEQA, section 15301 (e-1). Staff Contact: Chris Durand.
STAFF RECOMMENDATION: Adopt the Consent Calendar
Approving the Minutes of August 5, 1993, and Case Number

3. Design Review and Tentative Parcel Map/Use Permit/
Variance requests for a Time Extension and to meet
conditions of Planning commission Resolution 91-38 for
the proposed Encinitas Beach Resort Hotel. CASE NUMBER:
93-172 DR/TE, APPLICANT: Sports Shinko (USA), Co. Ltd.,
LOCATION: 2100 N. Highway 101 at the terminus of La
Costa Avenue, ENVIRONMENTAL STATUS: Environmental
Impact Report was certified by the Planning commission on
September 12, 1991.
STAFF RECOMMENDATION: Before publ ic comment is received,
disclose all information and contacts which you have
. received outside the hearing on this matter, receive
public testimony and continue the hearing to a specified
date (October 7, 1993 is the next available meeting) to
allow submittal and review of any needed additional
information.
Motion: Board Member Fahlberg - to recommend approval of
Case No. 93-172 DR/TE to the Planning commission.

Review and discussion of Housing Commission proposal for
affordable housing in Leucadia.
Motion: Board Member Eldon - to remove Item J. from the
agenda, no proposal exists at this time.
