2. Public Hearing for a proposed Tentative Map, Major Use
Permi t, Des ign Review and Environmental Initial
Assessment for a proposed 24 lot Planned Residential
Development/Subdivision with 22 single family lots, one
open space lot and a private road lot on 84 acres In the
RR-l Zone. Design Review of the proposed Design
Guidelines/Standards for the future construction of
custom homes is included. CASE NUMBER: 89-291
TM/MUP/DR/EIA; APPLICANT: Community Bank; LOCATION:
Northerly Terminus of Bella Vista Drive; ENVIRONMENTAL
STATUS: Environmental Impact Report Pending
Certification. Staff Contact: Diane Langager
STAFF RECOMMENDATION: Due to an invalid Public Notice
the Board is unable to hold a public hearing on this item
at this time. Staff is requesting that the Board
consider scheduling a meeting for February 18, 1993 and
continue the item to said meeting to allow for the
project to be re-noticed.

. 4. Presentation and Discussion on the Oak Crest Park Master
Plan from Sheila Cameron.
Continued from the meeting of January 7, 1993.
Since Boardmember Cameron had attended the joint Planning
Commission/CAB Workshop for the proposed Oakcrest Park
Master Plan, she presented the project and issues/
concerns discussed at the workshop to the Board.
5. Presentation and Discussion on the Encinitas Ranch
Specific Plan from Task Force Representative Lars
Fahlberg.
Continued from the meeting of January 7, 1993.
Due .to Lars Fahlberg's absence, the Board continued this
item, by consensus, to the meeting of March 4, 1993.
6. Training of Boardmembers on the New Voting Sys tem and
Microphone System in the Council Chambers.
Assistant Planner Langager trained the Board on the New
Voting System and Microphone System in the Council
. Chambers.

Meeting to be adjourned to the next regularly scheduled
meeting to be held Thursday, March 4, 1993.
Motion: Board Member Eldon - To adjourn the meeting at
8:20 P.M. to the next regularly scheduled meeting
of this Community Advisory Board to be held March
4, 1993.
