8 1. Report on the Encinitas Ranch Specific Plan for the Ecke
Sphere of Influence property. Staff Contact: Community
Development Director Murphy
Staff Recommendation: Receive Report and Provide
Comments on the Specific Plan.
Patrick Murphy, community Development Director, reported
on the Encinitas Ranch specific Plan; the CAB made the
following comments in regard to the Plan:
1. The proposed density ranges should provide for a
broad range of densities. It appears that the
densities focus on 20 to 30 du's/ac and 3 du's/ac.,
when typical home buyers purchase homes in a 5 to a
10 du/ac range.
2. Concern with too much flexibility in the mixed use
zone relative to the amount of residential verses
the amount of commercial. More definition may be
needed regarding the maximum limits for the amount
of commercial and residential uses.
3. Asked for information on the LOS (Level of Service)
on EI camino Real, Encinitas Boulevard, and
8 Leucadia Boulevard.
Staff noted that this information will be provided
to the CAB members.

4. Recognized that the city is unable to control
regional traffic issues, but we have an opportunity
to reduce densities within the project.
8 5. Questioned whether too much density/intensity is
being proposed for the eastern and southern areas
of the specific Plan.
2. Report on the Leucadia Boulevard Design. staff Contact:
Community Development Director Murphy
Staff Recommendation: Receive Report.
Patrick Murphy, Community Development Director, reported
on the Leucadia Boulevard design; the CAB made the
following comments in regard to the project:
1. Methods for sound absorption (rather than
reflective) should be considered to help reduce
noise impacts.

Meeting to be adjourned to the next regularly scheduled
meeting to be held Thursday, February 10, 1994
Motion: Board Member Hughes - To adjourn the meeting at 8:25
P.M. to the next regularly scheduled meeting of this Community
Advisory Board to be held February 10, 1994.
