D. REGULAR AGENDA
1. Public hearing to consider an application for a Master Tentative Map for the
subdivision of the Encinitas Ranch Specific Plan Area into 76 lots. Lots within
the Green Valley Planning Area will allow for future development of a Regional
Commercial Center with all other lots being a minimum of 10 acres in size and
requiring future subdivision to implement the provisions of the Specific Plan.
The City has conducted an Environmental Initial Assessment of the Master
Tentative Map application and has determined that the project is within the scope
of the Encinitas Ranch Specific Plan and the Encinitas Ranch Specific Plan and

8 Leucadia Boulevard Alignment Final Environmental Impact Report (certified by
City Council Resolution 94-28). The Program EIR adequately describes the
associated potential environmental impacts and mitigation measures for the
purpose of the California Environmental Quality Act (CEQA §15168). Applicant:
Carltas Company I O'Day Consultants. Location: 714.5 acres generally located
east of Saxony Road, south of La Costa Boulevard, west of El Camino Real, and
north of Encinitas Boulevard. Case No.: 94-066 TM/EIA. Contact planner:
Assistant Planner Olson.
STAFF RECOMMENDATION: Receive public testimony and determine if
Findings for project approval can be made as presented in the Draft Resolution.
Recommend adoption of the Resolution of Approval to the Planning Commission
with the conditions recommended by staff or as may be amended by the Board(s).
NOTE: During the discussion by the joint Community Advisory Board Members,
the applicant responded to a question concerning maintenance of the Wildlife
Corridor Culverts under Leucadia Boulevard. The applicant responded that
maintenance would be financed through the Landscape and Open Space
Assessment District. Staff will revise Condition D 7(h) of the draft Resolution
that will be presented to the Planning Commission to include this maintenance
provision.
8 Motion: Board Member Beck - To recommend approval of the Master
Tentative Map to the Planning Commission with the following Condition to
be added to the draft Resolution:
The pedestrianlbicycle trail along Leucadia Boulevard shall be
included in the interim design for Leucadia Boulevard and shall be
constructed concurrently with the Leucadia Boulevard extension. The
pedestrianlbicycle trail shall allow for its users to access from EI
Camino Real to Sidonia Street.
Second: Board Member Weinstein.
Vote: Ayes - Buck, Burkhart, Eldon, Hughes, Felker,
Weinstein, Beck, Van Reusen, and Edde
