LOCATION: EI Camino Real; from Crest Drive to Garden
View Road.
DESCRIPTION: Report relative to the landscaped medians on
EI Camino Real.
ENVIRONMENTAL
STATUS: Exempt per CEQA, section 15301(c).
Motion: Board Member Weaver - To approve the center median
landscaping as submitted with the addition that there be no
landscaping added to the section of the center median in front
of the mobile home park in order to allow driveability over
the median for emergency cases vehicle access.

7. COMMUNITY ADVISORY BOARD/PLANNER REPORTS
Informational Items - No action to be taken.
8. BUSINESS
CASE NO. 91-044:
Conceptual Review of preliminary design for a proposed Home
Depot retail center for property located at the southeast
corner of the intersection of EI Camino Real and Olivenhain
Road. Workshop session to inform the Board and public about
project design issues. While questions about the project's
design are welcomed, no Board decision or public comments
related to formulating a decision about the project are
appropriate at this time.
The public in attendance voiced their concerns over issues
such as traffic, noise, wetland disruption, an excessively
large structure, and bright colored Home Depot signs as people
enter into the City of Encinitas.
. No action was taken by the Board. Planner Olson advised that
many of the public's concerns would be address in the EIR.

The Board provided direction to the applicant regarding the
following design issues:
(1) Special treatment of the project landscaping and
. architectural design is required due to the location at
a prominent entry node tot he City.
(2) The Design Review guidelines need to be incorporated into
the building's design, design of parking area, and roof
treatments. The use of corrugated metal roofing is
discouraged.
(3) Project signage should be compatible in color and size to
the project's prominent location. The use of a soft
pastel color palette is preferred.
(4) Reduce the need for lighting the parking area at night by
locating employee parking for night employees near the EI
Camino Real frontage.
(5) Attention should be given on how to screen the project
from residents tot he east to mitigate noise and visual
impacts, including head light glare at night.

this community Advisory Board to be held December
