Items on the Consent Calendar are matters which are either routine, self
explanatory or have been discussed at previous meetings. It is
anticipated they will not be discussed separately. with a motion "to
adopt the Consent Calendar" the Community Advisory Board approves all
Consent Calendar staff recommendations, as shown on the agenda. These
items are grouped together to allow time for other items on the regular
agenda.
However, items may be removed from the Consent Calendar for discussion
either by a "Request to Speak" form from the public, handed to staff, or
a request by a Board Member.
Items removed by a member of the public will be taken up immediately
following adoption of the Consent Calendar. Items removed by a Board
Member will be taken up at the end of the regular agenda.

D. CLOSING AND ADOPTION OF THE CONSENT CALENDAR

STAFF RECOMMENDATION: Approve Minutes.
Motion: Board Member Weaver - To accept and adopt the Consent
Calendar with no revisions.

F. ORAL COMMUNICATIONS (15 MINUTES)
Oral comments (maximum of three minutes per person) will be heard from
people who submit a white speaker's slip to staff. The law precludes
the Board from discussing or taking action upon such non-agenda items.

G. REGULAR AGENDA
2. Public Hearing for Application No. 92-107 VjSPROjMOD, Variance
request to allow a wall sign to exceed the required 1:1 ratio
and the "not to exceed 100 square feet" requirement, request
for additional signage to be added to the existing monument
sign to exceed the permitted 175 maximum square foot allowance
and modification to the existing sign program. Applicant:
Donna MarinjDOW stores. Location: 146 El Camino Real
(Weigand Plaza I). Environmental status: Exempt per section
15311 (a) of CEQA. Contact Planner: Marianne M. Buscemi.
STAFF RECOMMENDATION: Approve

revision that the proposed monument cabinet sign be
3' in height rather than the proposed 2'.

3. Public Hearing for Application No. 92-094 MUP/MOD, Major Use
Permit Modification to delete condition #4 of Use Permit 82-
002 which limits additions to 150 square feet for 11 of 106
structures within the Spyglass Planned Residential
Development. Applicant: Spyglass HOA/Laura Malter. Location:
Calle Christopher, Calle Ryan, and Calle Scott. Environmental
Status: Exempt per section 15301 (e) of CEQA. Contact
Planner: Marianne M. Buscemi.
STAFF RECOMMENDATION: Approve
Motion: Board Member Weaver - To recommend approval to the
Planning Commission of Case f 92-094 MUP/MOD with
staff conditions.

. 4. Public Hearing for Application No. 92-106 MUP/PCI, Major Use
Permit to allow for the expansion of an automotive services
use into an adj oining structure formerly used for retail
furniture sales in the general commercial zone. Applicant:
Craig o. Lewis. Location: 318 - 330 El Camino Real (Camino
Encinitas Plaza), Environmental Status: Exempt per section
15301 (e) of CEQA. Contact Planner: Marianne M. Buscemi.
STAFF RECOMMENDATION: Due to Planninq commission
Interpretation on June 25, 1992, this item is to be
removed from the New Encinitas community Advisory Board
agenda.

1. COMMUNITY ADVISORY BOARD/DIRECTOR REPORTS
Information Items -- No discussion or action to be taken
Review of City Council and Planning commission actions and pending
agenda items.

. Planning Technician Buscemi informed the CAB that the Land Use
decision Making Process was approved by the city council on June
10,1992 and that those ordinances would go into effect on July 10,
1992. Further, the City Council adopted Ordinances 92-09 and 92-12
regarding staff authority and arbitration Committee. These
ordinances would go into effect on July 24, 1992.
Planning Technician Buscemi also informed the CAB that Major Use
Permit #92-088 to allow the sale and consumption of alcohol on
premises would be considered by the Planning Commission on July 16,
1992.
J. BUSINESS
Discussion of Council Action Regarding Land Use Decision Making
Process.
The New Encinitas community Advisory Board Members reviewed the
Minutes of the joint City Council/Planning Commission/Community
Advisory Board Special Workshop held on June 9, 1992. The CAB
members concurred that the comments in the minutes were useful.

Meetirtg to be adjourned to the next regularly scheduled meeting to
be held Monday, August 3, 1992.
