1. Approval of Minutes: Regular Meeting of August 3, 1992
STAFF RECOMMENDATION: Approve Minutes.
Motion: Board Member Weaver - To approve the Consent Calendar as
presented.

2. Public Hearing for Application No. 92-159 V/SPRO/MOD, Variance
. request to allow wall signs to exceed the required 1:1 ratio
and the "not to exceed 100 square feet" requirement and
modification to the existing sign program at the Weigand Plaza
Shopping Center (Weigand Plaza II). Applicant: Union Bank.
Location: 204 A. No. EI Camino Real. Environmental Status:
Exempt per section 15311 (a) of CEQA. Contact Planner:

STAFF RECOMMENDATION: Approve the Application as
Submitted or Modified.

3. Public Hearing for Application No. 92-151 DR, Design Review
request to allow repainting of the existing roof and building
and site structures, remove and install new sign faces, new
metal facia over existing fascia, replace existing soffet
lighting with high pressure sodium fixtures and installation
. of exposed neon lighting at parapet cap. Applicant: Dennis
Wozniak, Jack-in-the-Box. Location: 1439 Encinitas Boulevard.
Environmental Status: Exempt per Section 15301 (1) of CEQA.
Contact Planner: Marianne M. Buscemi.
STAFF RECOMMENDATION: Direct Staff to Return to the
October 5, 1992 New Encinitas Community Advisory Board
Meeting with a Resolution with Findings Approving or
Denying the Application.
Motion: Board Member Edde - To approve Application No. 92-151 DR
with an added condition that the paint on the building
structure and roof be maintained on an as needed basis to
avoid the peeling and chipping of the paint and to have
staff return with a Resolution with findings approving
the application.

I. COMMUNITY ADVISORY BOARD/DIRECTOR REPORTS
. Planning Technician Buscemi informed the CAB that the Planning
Commission approved the Olive Garden Restaurant Major Use Permit
and the Temple SoleI Major Use Permit Modification at its August
27, 1992 meeting. Further, the CAB was informed that the City
Council would discuss City Regulations on pool halls and may
consider the certification of the Home Depot EIR at its October 14,
1992 meeting.
J. BUSINESS
Presentation and discussion from Bradford Roth and Carolyn Avalos
of the Riparian Parkways Task Force. Mr. Roth and Ms. Avalos
presented the Community Advisory Board with the report prepared by
the Riparian Parkways Task Force.
K. ADJOURNMENT
Meeting to be adjourned to the next regularly scheduled meeting to
be held Monday, October 5, 1992.
Motion: Board Member Weaver - To adjourn at 8:00 P.M. to the next
regularly scheduled meeting of the New Encinitas
community Advisory Board to be held October 5, 1992.
