1. Approval of Minutes: Regular Meeting of March 1, 1993
STAFF RECOMMENDATION: Approve Minutes.
Motion: Board Member Wilkey - To approve the Consent Calendar as
presented.

G. REGULAR AGENDA
2. Public Hearing for Application No. 93-037 V/MIN, Variance
. request for an additional monument sign on EI Camino Real and
a Minor Use Permit to Exceed the permitted 8' height to a
maximum height of 12' for monument signs on EI Camino Real and
Via Molena, and refurbishment of existing 16' high monument
sign on EI Camino Real located at the Weigand Plaza II
shopping center. Applicant: John Burnham/Weigand Plaza II.
Location: 200 N. EI Camino Real. Environmental status:
Exempt per Section 15311 (a) of CEQA. Contact Planner:
Marianne M. Buscemi.
STAFF RECOMMENDATION: Approve per draft Resolution of
Approval with findings and conditions.
Board Member Diane DeGaillez disqualified herself from
participating in the discussion and voting on Application No.
93-037 V/MIN due to a potential conflict of interest.
Motion: Board Member Edde - To approve the additional
monument sign on El Camino Real at a height of
12' and the refurbishment of the existing 16'
high monument sign on El Camino Real and to
further approve the 8' high monument sign on
Via Molena as shown on the revised plans
submitted April 12, 1993 with the following
revisions to the Resolution of Approval:
. 1. The applicant is to modify the existing
sign program to reflect the heights and
designs of the additional monument signs and
the refurbishment of the existing monument
sign;
2. All illegal monument signs on the street
frontages of the property eEl Camino Real and
Via Molena) and within the plaza are to be
removed or brought into conformance with the
revisions of the sign ordinance within 15
working days of the approval of the
application.

. Planning Technician Buscemi reviewed the City Council and Planning
Commission actions and pending agenda items.
J. BUSINESS
1992-93 Annual General Plan Review: Applicant-initiated and Rezone
. Request - Khoury (Case #92-143 GPA/EIA).
It was the consensus of the New Encinitas Community Advisory Board
not to make a recommendation on the General Plan/zoning Amendment
request to the Planning Commission.
K. ADJOURNMENT
Motion: Board Member Edde - To adjourn at 7:50 P.M. to the next
regularly scheduled meeting of the New Encinitas
community Advisory Board to be held May 10,1993 or to a
special hearing date for the consideration of the Home
Depot project.
Vote: Ayes - Beck, Felker, DeGaillez, wilkey, Edde
Nays - None

Abstain - None
A proponent or protestant of record may appeal a final decision of
the hearing body by filing the appeal within fifteen (15) calendar
days after the hearing (except for determinations related to
subdivisions which have a 10 calendar day appeal period pursuant to
the state of California Subdivision Map Act) through the Office of
