1. Report on the Encinitas Ranch Specific Plan for the Ecke
. Sphere of Influence property. Staff Contact: Community
Development Director Murphy.
Staff Recommendation: Receive report and provide
comments on the Specific Plan proposal.
The New Encinitas community Advisory Board received the
report concerning the Encinitas Ranch specific Plan and
their comments are summarized in the attached memorandum
dated February 8, 1994.
2. Report on the Leucadia Boulevard Design. Staff Contact:
Community Development Director Murphy.
Staff Recommendation: Receive report and provide
comments on the Leucadia Boulevard design.
The New Encinitas Community Advisory Board received the
report concerning the Leucadia Boulevard design and their
comments are summarized in the attached memorandum dated
February 8, 1994.
D. ADJOURNMENT
Meeting was adjourned to the next regularly scheduled meeting

SUBJECT: Comments provided by the New Encinitas Community Advisory
Board regarding the Encinitas Ranch Specific Plan; Case
#92-098.
Staff met with the New Encinitas Community Advisory Board at their
February 1, 1994 meeting to brief them on the Encinitas Ranch
Specific Plan and to allow them to provide their comments. The
follow represents the comments received from the New Encinitas CAB:
1. Consensus of the Board to support the Riparian Corridor
Greenbelt plan as submitted by the applicant for the drainage
channel along El Camino Real, south of the Leucadia Boulevard
. extension. This alternative provides a landscaped buffer
between EI Camino Real and development in Green Valley as well
as providing needed recreational opportunities.
2. The Board expressed a concern that creating buildings with
residential and commercial uses together in the Mixed-Use Zone
may present safety problems. Suggest that the uses be
separated.
3. The Board expressed a concern, based on current economic
conditions, with the vacancy rate of existing commercial
facilities within the City. with new businesses moving into
the Green Valley commercial area, the commercial vacancy rate
in other parts of the City may be adversely impacted.
4. The Board supports the Performing Arts Theater proposed within
the Green Valley area. A concern was expressed that a larger
theater than the proposed 500 seat theater could support a
wider variety of performances.
