2. Public Hearing for Application No. 94-057 DR/V, Design
Review Request to Remodel an Existing Builders Emporium

Shopping Center by 8 Spaces and to Exceed the 100 Square
Foot Limitation for Wall Signage to 133.73 Square Feet.
. Applicant: Von's / Gerald Munier. Location: 262 N. El
Camino Real. Environmental status: A Traffic Impact
Report has been prepared by LSA Consultants and submitted
to the City for a focused review by the City's
Environmental Consultant. The City's Environmental
Consultant for this project, A. D. Hinshaw Associates,
has prepared an Environmental Initial Assessment which
concludes that no adverse impacts are anticipated to
result from the project and a Negative Declaration can be
prepared. Contact planner: Craig Olson.
STAFF RECOMMENDATION: Receive public testimony and
determine if the findings for the Design Review Permit
and the Variance application can be made by the Board to
approve the project.
Motion: Board Member Edde - To continue the public
hearing to the meeting of August 16, 1994 to
allow time for staff to meet with
representatives from Vons and the property
manager for the El Camino Town Center to see
if an agreement could be reached concerning
access into the shopping center from El Camino
Real and whether a connecting ramp between the
subject center and the center to the south
could be negotiated. The CAB's consensus was
. that the following issues were identified:
(1) As agreed to by the representative for
Vons, deliveries to the Vons supermarket will
be restricted to the hours between 6am to
10pm. A sign shall be posted in an area
visible to delivery truck drivers which
states: "TURN OFF ENGINES". (Staff was later
informed that deliveries are made to the Vons
stores seven days a week); (2) The trash
compactor area shall be totally enclosed.
Pick-up of the compacted waste shall be made
during weekday daylight hours; (3) Delivery
trucks shall be restricted to streets
designated as Truck Routes; (4) Outdoor
public address or voice amplification systems
are prohibited.

3. Public Hearing for application No. 94-094 MUP/MOD, Major
Use Permit Modification Request to Convert a Portion of
. an Existing Garage into a Private Music Studio for Non-
Commercial Use. Applicant: Michael Oyster / J. Porras,
cdlcro/c:/nt:l.J71994.min
Architect. Location: 1560 Flair Encinitas.
Environmental status: The Project is Exempt From
. Environmental Review Pursuant to Section 15301(a) of
CEQA. Contact planner: Craig Olson.
STAFF RECOMMENDATION: Determine if Findings can be made
by the Board to approve the Major Use Permit Modification
request. Provide staff with direction related to a
recommendation to the Planning Commission or additional
information required by the Board to make a
determination.
Motion: Board Member Beck - To recommend that the
Planning Commission approve the Major Use
Permit Modification with the following
specific conditions in addition to standard
conditions to be prepared by staff: (1)
Submit for "As Built Permit" to the Building
Department within 30 days of the date of
approval; (2) All Uniform Building and other
construction Codes are to be satisfied; (3)
The structure within the garage shall be
removed by the applicant within 5 years from
the date of the approval, or prior to the sale
or lease of the residence; whichever occurs
first.

1. COMMUNITY ADVISORY BOARD/DIRECTOR REPORTS
Assistant Planner Olson reviewed City Council and Planning
Commission actions and pending agenda items with the Board.
J. BUSINESS
1. Staff informed the Board of the upcoming meeting for the
City Council, Planning Commission and CABs scheduled for
September 13, 1994 and that agenda topics should be forwarded
to Community Development Director Holder.
2. Board Member Beck expressed her concerns to the other
Board Members relating to the maintenance of existing monument
signs and the poor design and building materials used for
recently constructed monument signs. The Board agreed that
. Member Beck should prepare a request for this item to be
discussed at the upcoming joint meeting and directed Assistant

Planner Olson to relate the Board's concerns to those in the
Community Development Department who administratively approve
. monument signs.
K. ADJOURNMENT
Meeting to be adjourned to the next regularly scheduled
meeting to be held Tuesday, August 16, 1994.
Motion: Board Member Beck - to adjourn the meeting at
7:25 pm to the next regularly scheduled
meeting on August 16, 1994.
