. 1. Approval of the Minutes: Regular Meeting of September
20, 1994.
Contact Person: Assistant Planner Olson.
STAFF RECOMMENDATIONS: Approve the Consent
Calendar as presented by staff.
Motion: Board Member weinstein - To approve the Minutes
as presented and with the change to the motion for item
G2 to state "Mt. Vista" instead of Mt. View.
Second: Board Member Edde.
Vote: Ayes - Weinstein, Beck, Van Reusen, Felker,
Edde

G. REGULAR AGENDA
. 1. Continued Public Hearing to consider a Major Use and
Design Review Permit application to allow the
construction of an automatic Car Wash and a Quick Lube
facility. An Environmental Initial Assessment has been
completed for the project proposa l. Applicant: Snow
Construction / Chuck and Cindy Olson. Location: 127 S.
El Camino Real. Case No. 94-120 MUP/DR/EIA. Contact
planner: Craig Olson.
STAFF RECOMMENDATION: Determine if the required
findings for approval of the application requests
can be made by the Board. If so, recommend
adoption of the Resolution of Approval to the
Planning Commission with the conditions recommended
by staff, or as may be amended by the Board.
Motion: Board Member Edde - To recommend approval of
the application request to the Planning Commission
without the requirement for the Irrevocable Offer of
Dedication (IOD).
Second: Board Kember Van Reusen.

2. Public Hearing to consider a Design Review Permit request
for the construction of a 66,700 square foot Retail
Center and a Sign Program and Minor Use Permit request
for coordination of the Center's Signage and to permit a
Monument Sign to exceed the 8 foot height standard to 12
feet. An Environmental Initial Assessment has been
completed for the project proposal. Applicant:
Nottingham Associates / Circuit City. Location: 333 N.
El Camino Real. Case No.: 94-145 DR/MIN/SPRG. Contact
planner: Craig Olson.
STAFF RECOMMENDATION: Determine if the project
issues identified in the Agenda Report can be
resolved and if the required findings for approva¡
of the application requests can be made by the
Board. If so, adopt the Resolution of Approval
with the conditions recommended by staff, or as may
be amended by the Board.
Motion: Board Member Weinstein - To continue the public
hearing to the meeting of November 22nd to allow time for
. the applicant to provide the following information:

1. The desiqn of the proposed monument sign
should be revised to a heiqht not to exceed eight
. feet on the east .ide of the siqn. The siqn my
increase in height on the west side to accommodate
the slope upon which it is placed. The material to
be used for the monument siqn should be the same
types of materials used within the center and the
sign's architectural style should complement the
center's. The use of plexiqlass and metal on the
siqn should be limited to the greatest extent
possible and exposed neon lightinq should not be
used on the monument siqn. Colors to be used on
the monument sign should be limited.
2. Provide information related to the anticipated
noise to be qenerated by roof mounted mechanical
equipment and how the noise my be expected to
impact residences to the east of the proposed
commercial center. Indicate how the roof mounted
equipment will be screened from view.
3. The Board concurred that wall mounted signaqe
on the circuit City and Pet Metro structures may
exceed the "100 square foot" standard. However,
signage on the smaller tenant building should be
limited to, or sliqhtly exceed, this standard. The
wall signs for the westerly tenant should be
limited to only two sides (i.e.: the north and
. south elevations).
4. A CAB member recommended "clustered"
landscaping islands within the parkinq area.
5. Provide the revised site Plan and Building
Elevation Plans which were presented to the CAB to
address the issues identified by staff in the
Board's Agenda Report for their October 18th
meetinq.
