Public hearing to consider Design Review and Major Use Permit requests for the construction of a 10,080 square foot, single story structure for a Graduate School facility for the Institute for Human Science on property located in the Office Professional Zoning District. An Environmental Initial Assessment has been completed pursuant to California Environmental Quality Act (CEQA) Guidelines and a Negative Declaration is being recommended by the City's Environmental Consultant for the project. Applicant: Iinja Tamamitsu / Institute for Human Science. Location: 701/721/741 Garden View Court. Case No.: 95-009 DR/MUP/EIA. Contact Person: Assistant Planner Olson. STAFF RECOMMENDATION: Receive public testimony and determine if the Findings for project approval can be made as presented by staff. Recommend approval of the Major Use Permit and Design Review applications to the Planning Commission with the conditions recommended by staff or as may be amended by the Board. Motion: Board Member Edde - To recommend approval of the Major Use and Design Review Permits to the Planning Commi~ion with the following Conditions to be added to the draft Resolution: 1. A decorative masonry block wall, six feet in height, shall be required . pursuant to Municipal (Zoning) Code Section 30.20.010 D2 along the easterly property line of the project where the Office Professional Zoning District abuts the residentially zoned property. The property owner shall be responsible for the future maintenance of the wall. 2. The parking area shall retain the larger landscaped planting area in the central portion of the lot as shown on the original Site Plan rather than 4 foot by 4 foot tree planting areas proposed by the applicant in the Revised Site Plan submitted at the Board's hearing. The large planting area shall be turned in an east-to-west direction to accommodate the two parking stall necessary to provide the 6S parking spaces required by the Traffic Analysis.
