Items on the Consent Calendar are matters which are either routine, self explanatory or
have been discussed at previous meetings. It is anticipated they will not be discussed
separately. With a motion "to adopt the Consent Calendar" the Community Advisory Board
approves all Consent Calendar staff recommendations, as shown on the agenda. These
items are grouped together to allow time for other items on the regular agenda.
However, items may be removed from the Consent Calendar for discussion either by a
"Request to Speak" form from the public, handed to staff, or a request by a Board Member.
Items removed by a member of the public will be taken up immediately following adoption
of the Consent Calendar. Items removed by a Board Member will be taken up at the end
of the regular agenda.

ITEMS REMOVED FROM THE CONSENT CALENDAR BY THE PUBLIC
ORAL COMMUNICATIONS (15 MINUTES)
Oral comments (maximum of three minutes per person) will be heard
from people who submit a white speaker's slip to staff. The law
precludes the Board from discussing or taking action upon such non-
agenda items. They will be referred to the Planning staff.
REGULAR AGENDA
1. Design review for the initial phase of construction (approx.
475,000 sq. ft.) of the Encinitas Town Center regional
commercial center with associated site and right-of-way
improvements, as well as for improvements to an approx. 17
acre greenbelt/recreational area, and a Major Use Permit for
on-site consumption of alcoholic beverages for a prospective
restaurant tenant of the commercial center. CASE NUMBER: 94-
194 DR/MUP; FILING DATE: October 14, 1994 APPLICANT:
Encinitas Town Center Associates; LOCATION: West of El
Camino Real north of the extension of Garden View Rd., south
. of the extension of Leucadia Blvd., and east of the extension
of Via Cantebria. ENVIRONMENTAL STATUS: Environmental Impact
Report certified on June 25, 1995.
STAFF RECOMMENDATION: Receive public testimony, review
project design issues discussed in staff report, and advise
the Planning Commission to adopt the draft resolution
approving the Case # 94-194 DR/MUP.
Motion: Board Member Beck - To approve all elements of
project design with the following qualifications
(1) the applicant shall return at the next
regularly scheduled Board meeting of June 20, 1995
with an alternative lower and less massive
clocktower sign design for the Board's review, and
(2) staff shall add language to the draft
resolution of approval to reflect the Board's
desire that the decorative use of neon not be
permitted without prior design review approval and
that window signs be subject to the limitations in
area other such signs are under the Municipal Code.
