Minutes from the Board's last regular meeting of April 18, 1995 and the special meeting of May 30, 1995. Contact person: Assistant Planer Olson and Senior Planner Curriden. Staff recommendation: Approve minutes from the Board's last regular meeting of April 18, 1995 and the special meeting of May 30, 1995. Motion: Board Member Beck - To remove the minutes of the May 30 Special Meeting from the consent calendar and adopt the consent calendar including only the minutes of the April 18, 1995 Regular Meeting. Design review for the initial phase of construction (approx. 475,000 sq. ft.) of the Encinitas Town Center regional commercial center with associated site and right-of- way improvements, as well as for improvements to an approx. 17 acre greenbelt/recreational area, and a Major Use Permit for on-site consumption of alcoholic beverages for a prospective restaurant tenant of the commercial center. CASE NUMBER: 94-194 DR/MUP; FILING DATE: October 14, 1994 APPLICANT: Encinitas Town Center Associates; LOCATION: West of El Camino Real north of the extension of Garden View Rd., south of the extension of Leucadia Blvd., and east of the extension of Via Cantebria. ENVIRONMENTAL STATUS: Environmental Impact Report certified on June 25, 1995. Note: Design review discussion at this meeting is limited to the design of the entry c1ocktower at the intersection of Woodley and El Camino Real and project signage in accordance with the direction given at the special meeting of May 30, 1995. Other aspects of project design were recommended for Planning Commission approval at that meeting. STAFF RECOMMENDATION: Receive public testimony, determine which alternative c1ocktower design the Board wishes to recommend for approval, and advise the Planning Commission to adopt the draft resolution approving Case # 94- 194 DR/MUP. . Motion: Board Member Edde - To recommend Planning Commission approval of the 58 ft. high clocktower/sign design in conjunction with the balance of the project already recommended for Planning Commission approval, with the qualification that the "Bulls-eye" logo at the top of the sign would be removed as agreed to by the applicant, but that the sign panel would remain the same size and thus allow for that area to be utilized for signage. Second (for purposes of discussion): Board Member Felker Discussion: Board members Beck, Felker, Van Reusen, and Weinstein proposed the following amendments to the motion: (1) That the "Bulls-eye" logo at the top of the sign panel be deleted and that the sign panel be lowered in height accordingly; (2) That the colors for the non-trademark lettering on the sign be limited to the 5 colors suggested by the applicant to provide equivalent levels of illumination; (3) That only lettering and stylized lettering be allowed on the sign panel on the tower, that the use of symbols not be allowed; . (4) That the record reflect that the sign limitations contained in the project plans recommended for approval, including limitations as to the construction and size of window displays, remain as conditions of . the sign program for the center. Board member Edde states that he does not consent to all of the above amendments to his motion. Vote (on the amended motion): Ayes. Beck, Felker, Van Reusen, Weinstein Nays. Edde Absent. Board member Beck stated that her questions relating to the minutes for the May . 30, 1995 Special Meeting were addressed in the discussion of Agenda Item #2 above and thus that there were no corrections necessary to those minutes, with which all other Board members concurred.
