1. Approval of Minutes: Regular Meeting of August 22, 1995.
Contact Person: Associate Planner Olson.
Motion: Board Member Felker - To adopt the Consent Calendar approving
the Minutes of August 22, 1995 as presented by staff.
Second: Board Member Edde.
Vote: Ayes - Felker, Edde

G. REGULAR AGENDA
. 1. Public hearing to consider a Variance request and Coastal Development Permit
to exceed the 100 square foot limitation for a wall sign identifying the T.J.
Maxx Store which is proposed to measure approximately 190 square feet in
size. The property is located in the General Commercial (GC) Zoning District
at 216 N. EI Camino Real within the Wiegand Plaza II Commercial Center.
Case No.: 95-271 V/CDP. Applicant: Western Sign Systems / Bill Gray.
Contact Person: Associate Planner Olson.
STAFF RECOMMENDATION: Determine that findings can be made for the
Variance and Coastal Development Permit requests and adopt the Resolution
presented to the Board in the Agenda Report with conditions as presented by staff,
or as may be amended by the Board.
Motion: Board Member Edde - To make the required Findings and
adopt the Resolution approving the Variance and Coastal
Development Permit requests with the conditions presented by
staff and the following change to Condition B4:
Amend the last sentence of Condition B4 to read:
"Window signage in excess of 20% of the individual
and cumulative window area is prohibited and the use
. of neon to outline window areas is also prohibited".
Second: Board Member Felker.
Vote: Ayes - Edde, Felker, Weinstein and Beck

2. Public hearing to consider a Design Review Permit Modification and Coastal
Development Permit to allow the monument and wall signage for the Relax the
Back Store to vary from the standards established by Design Review Permit No.
90-244. The property is located in the General Commercial (GC) Zoning
District at 1403-C Encinitas Boulevard within the Arbor Center Commercial
Center. Case No.: 95-275 DR-MOD/CDP. Applicant: Richard Cohen / Relax
the Back Store. Contact Person: Associate Planner Olson.
STAFF RECOMMENDATION: Determine that findings can be made for Design
Review Permit Modification and Coastal Development Permit approvals and
adopt the Resolution presented to the Board in the Agenda Report with the
conditions presented by staff, or as may be modified by the Board.

Motion: Board Member Felker - To make the required Findings and
adopt the Resolution approving the Design Review permit
. Modification and Coastal Development Permit requests for the
wall signs with the conditions presented by staff and the
following changes to Condition B2(b), (c) and the last
paragraph of Condition B2:
1. Amend the last sentence of Condition B2(b) to read:
"All future wall signs [within the center] shall consist of
reverse pan channel letters with internally illuminated
plex-glass faces with bronze returns".
2. Condition B2(c) is amended to read: "Permanent
window signs are only permitted on the interior
elevations of the buildings. The use of neon or other
illumination devices to accent or outline window area(s)
which face a street is prohibited. This condition is
consistent with the previous Sign Program for the
Arbor Center."
3. Revise the last paragraph of Condition B2 so that it is
presented as a separate condition (B2(d» as follows:
. (d) The property owner shall be responsible for
informing future tenants of these sign standards
and the tenant shall be responsible for
conformance to these standards. The property
owner shall require additional sign standards
for the center to assure a sign theme that is
consistent with the architectural style of the
center and that signs within the center are
harmonious with each other.

Motion: Board Member Edde - To allow the monument sign insert for
the Relax the Back Store to remain as installed by the
applicant with future monument sign inserts to have teal
backgrounds with white lettering.

Meeting to be adjourned to the next regularly scheduled meeting to be held Tuesday,
December 19, 1995.
Motion: Board Member Beck - To adjourn the meeting at 7:46 pm to the
. regularly scheduled meeting of December 19, 1995.
Second: Board Member Weinstein.
Vote: Ayes - Beck, Weinstein, Edde and Felker
Nays - None
