Code, Section 5600 et seq.) preliminary proceedings were commenced by resolution of application by this Board on December 12, 1989, as Resolution 89-28, for annexation to the Cardiff Sanitation District (thereinafter referred to as the District) of certain territory therein , described, which description has been modified pursuant to the directions of the Local Agency Formation Commission; and WHEREAS, the annexation proposed by said resolution of ') application was presented to and approved by the Local Agency Formation Commission of San Diego County on April 2, 1990, and this District was designated as the conducting district and authorized by resolution to order said annexation without notice or hearing and without an election pursuant to Government Code, Section 56837; NOW, THEREFORE, IT IS RESOLVED, ORDERED AND DETERMINED, pursuant to Government Code section 57025 et seq.; a. Warren, City Engineer ~~ DATE: April 18, 1990 SUBJECT: Adoption of Resolution No. 90-22, Annexing to the Cardiff Sanitation District of .26 Acres Located at 209 Rancho Santa Fe Road in Olivenhain - Susan Dilts BACKGROUND: At the regularly scheduled meeting of the Cardiff Sanitation District on December 12, 1989, the board adopted a resolution of application (89-28) to annex .26 acres to the District. On April 2, 1990, the Local Agency Formation Commission adopted Resolution D.A. 90-14 approving the annexation. Annexation is required in order to provide public sewer service to one existing single family dwelling. DISCUSSION: The above mentioned property is currently being served by a failing subsurface sewage disposal system. Ms. Dilts submitted an annexation and connection application on October 9, 1989 after receiving official notice from the County Health Department requesting her to take immediate action. This proposed annexation is in conformance with the Cardiff Board's policy on annexations for single family dwellings on legal sized lots, conforms with the current zoning RR-2 and is wi thin the District's sphere of influence. The property is located at 309 Rancho Santa Fe Road in Olivenhain (see attached vicinity and Plat Maps). RECOMMENDATIONS: It is recommended that the board of Directors: 1. Find pursuant to the State CEQA Guidelines, Section 15301 (California Environmental Quality Control Act of 1970) that this project is categorically exempt from evaluation. 2.
