'.~1 WHEREAS, pursuant to the Cortese-Knox Local Government Reorganization Act of 1985 (Govt. Code, section 5600 et seq.) preliminary proceedings were commenced by resolution of appiication by this Board on December 12, 1989, as Resolution 89-31, for annexation to the Cardiff Sanitation District (thereinafter referred to as the District) of certain territory therein described, which description has been modified pursuant to the directions of the Local Agency Formation Commission; and ( ) WHEREAS, the annexation proposed by said resolution of application was presented to and approved by the Local Agency Formation Commission of San Diego County on April 2,1990, and this District was designated as the conducting district and authorized by resolution to order said annexation without notice or hearing and without an election pursuant to Government Code, section 56837; NOW, THEREFORE, IT IS RESOLVED, .ORDERED AND DETERMINED, pursuant to Government Code section 57025 et seq.; a. Warren, City Engineer~~\) DATE: April 23, 1990 SUBJECT: Adoption of Resolution No. 90-20, Annexing to the Cardiff Sanitation District of 10 Acres Located Approximately 2,500 Feet East of the Intersection of Lone Jack and Rancho Santa Fe Roads - Michael Dalen, Gunter Enz BACKGROUND: At the regularly scheduled meeting of the Cardiff Sanitation District on December 12, 1989, the board adopted a resolution of application (89-31) to annex 10 acres to the District. On April 2, 1990, the Local Agency Formation Commission adopted Resolution D.A. 90-9 approving the annexation. Annexation is required in order to provide public sewer service to nine future single family dwellings. DISCUSSION: Tentative Parcel Map 88-209 divides a 9.48 acre parcel into nine one acre lots. Annexation of the above-mentioned property is a condition of final map approval. This proposed annexation is in conformance with the Cardiff Board's policy on annexations for single family dwellings on legal sized lots, conforms with the current zoning (RR-z)and is within the District's sphere of influence. The property is located approximately 2,500 feet east of the intersection of Lone Jack and Rancho Santa Fe Roads. RECOMMENDATIONS: It is recommended that the Board of Directors: 1. Find pursuant to the State CEQA Guidelines, section 15074 (California Environmental Quality Control Act of 1970) that this project would not have a significant negative effect on the environment. 2.
