TATION DISTRICTJ APPROVING IN CONCEPTwTHE EXPANSION OF
----~--~___l~E SAN ELIJO__!iATER POLLUTION CONTROL FACI LITY. ------
WHEREAS, on Octo~~r 1, 1986, the Board cf Directors of Cardiff Sänitation
District determined that a shortfall in sewer treatment ,capacity existed for the

Cardiff Sanitation District; and
'WHEREAS, on October 1, 1986, the Board of Directors of Car~iff Sanitation
District'adopted'amor~torium on further issuance,of sewer capacity convnitments
and a moratorium on further annexations ,to the 'Cardiff Sanitation District;
NOW THEREFORE, be it resolved by the Board of Directors of the Cardiff
Sanitation District that:
1. The Board approves in concept, the expansion of the San Elijo Water
Pollution Control Facility from 3.7 MGD advanced primary treatment level to

. bet\-!een 4.2 '~GD and 4.5 MGD secondary treatment level.
2. That this approval in concept is for the purpose of resolving the
shortfall in ~ewer treatment capacity of the Cardiff Sanitation District,
and for the purpose of providing sewer treatment at the San Elijo Water
Pollution Control Facility for development within the design service area
of the Cardiff Sanitation District and the Solana Beach Sanitation District.
3. That the exact size of the expansion of the San Elijo Water Pollution
Control Facility will be determined after an agreement is reached between the
Cardiff Sanitation District and the Solana Beach Sanitation District as to
each districts desired capacity and the total amount of expansion desired by
each district.
