1986-05 San Elijo Water Pollution RESOLUTION NO. 86-05 \, A RESOLUTION OF THE CITY OF ENCINITAS, CALIFORNIA . UPGRADING THE SAN ELIJO WATER POLLUTION CONTROL FACILITY FROM ADVANCED PRIMARY LEVEL TO SECONDARY LEVEL OF TREATMENT Resolution of the Board of Directors of the Cardiff Sanitation District appropriating $280,000 for its portion of the cost of upgrading the San Elijo Water Pollution Control Facility from advanced primary level to secondary level of treatment. WHEREAS, the San Eli jo Water Pollution Control Facility provides treatment service for the Solana Beach and Cardiff Sanitation Districts; and WHEREAS, federal law requires that the San Elijo Facilities provide secondary level of treatment by July 1, 1988, or face monetary penalties; and WHEREAS, the Board of Directors withdrew the 301(h) variance 8~ ,r application on June 24, 1986; and WHEREAS, it is necessary to design the secondary treatment facilities at an estimated cost of $500,000; and WHEREAS, no monies have been budgeted in the 1986-87 fiscal year budget in anticipation of a Section 301(h) variance from the requirements of secondary treatment; and WHEREAS, the cost of the Secondary Treatment Design is considered an emergency expenditure under Article 29127(f) of the California Government Code, which is necessary to meet mandatory treatment requirements of the Federal Water Pollution Control Act; and WHEREAS, the cost of the design work will be shared by the Cardiff and Solana Beach Sanitation Districts in accordance with ownership in the San 8,¡ Elijo WPCF of 56 and 44 percent respectively, equating to an expenditure of $280,000 and $220,000 respectively; Book Þ ~ . Page # g 1 WHEREAS, the cost of the Secondary Treatment Design is considered an \. emergency expenditure under Article 29127(f), of the California Government 8/ Code, which is necessary to meet mandatory treatment requirements of the Federal Water Pollution Control Act, and WHER EAS, the cost of the Design work will be shared by the Cardiff and Solana Beach Sanitation Districts in accordance with ownership in the San Elijo WPCF of 56 and 44 percent respectively, equating to an expenditure of $280,000 and $220,000 respectively: NOW THEREFORE, BE IT RESOLVED, that the Board of Directors of the Cardiff Sanitation District approves the appropriation of $280,000 in the Replacement Reserve Fund.
