RESOLUTION OF APPLICATION OF THE BOARD OF DIRECTORS
OF THE CARDIFF SANITATION DISTRICT
FOR THE ANNEXATION OF TERRITORY
JESSE DE LA TORRE ET AL ANNEXATION
On motion of Director Luke seconded by Director Omsted ,
following resolution is adopted:
WHEREAS, this Board of Directors has received a request from
JESSE DE LA TORRE AND LINDA KELLY (Document No. ) that the
hereinafter described territory to be annexed to the Card iff
Sanitation District (hereinafter referred to as the Sanitation
District); and
WHEREAS, this Board of Directors desires to initiate proceedings
8 to annex said territory to the Sanitation District;
BE IT RESOLVED AND ORDERED as follows:
1. Pursuant to Government Code Sections 56800 and 56700,
application is hereb y made to the Local Agenc y Formation Commission of
the County of San Diego for a propo sed change of organi zation as
follows:
A. This pro po sa 1 is made pursuant to the Cor te se-Knox Local
Government Reorganization Act of 1985 ($56000, et. seq., Govt. Code).
B. The nature of the proposed change of organization and the
name s of all districts for which any such change of organi zation is
proposed as follows:
The annex ation of the hereinafter described territory to the
Sanitation Distr ict.
8 c. The names of all other affected counties, cities and
districts are:

D. A description of the exterior boundaries of the territory
pro po sed to be annexed to the Sanitation District is descr ibed in
Exhibit "A" hereto attached.
E. Said territor y is uninhabited and comprises approx imatel y
5.70 acres.
F. It is proposed that said territory to be annexed subj eat to
the following conditions:
None.
G. All the owners of land within such territor Y have given their
written consent to such annexation subject to the aforementioned terms
and cond itions.
H. The reasons for this proposal are as follows:
8, (1) The Sanitation District is empowered to and is engaged
in furnishing sewerage disposal facilities.
(2) The terri tory proposed to be annexed to said Di s tr ict
is proposed to be developed and used for residential and/or commercial
purposed and prov i s ion for sewage disposal facili ties for said
territory is essential for such purposes.
1. It is hereby requested that proceed ings be taken for the
annexation of territory as hereinabove proposed.
J. This annexation is consistent with the sphere of influence of
the Sanitation District, which is the only affected city or district.
2. The Board finds, pursuant to Article 19, Section 15303 of the
State EIR Guidelines, that this annexation is not subj eat to the
environmental impact evaluation process because it is categor ically

- .' exempt as a proj eat initiated for the purpose of making sewer 5erv ice
available for new construction or conversion of small structures.

8 3. The Clerk of the Board of Directors is hereb y authorized and
d irecte1 to file a certified copy of this resol ution with the
Executive Officer of the Local Agency Formation Commission of the
County of San Diego.

CARDIFF SANITATION DISTRICT
Petition of Jesse De La Torre et al
All that portion of Section 24, Township 13 South, Range 4 West, San
Bernardino Meridian, in the County of San Diego, State of California,
according to United States Government Survey thereof described as follows:
Beginning at the intersection of the West line of the East half of the
Southeast Quarter of the Southwest Quarter of said Section 24 and the
center line of County Road Survey 426, filed in the Office of County
Recorder of said County;
1. thence North 0°11'52" West along said West line 394.05 feet to the
TRUE POINT OF BEGINNING;
2. thence continuing North 0°11152" 382.42 feet;
3. thence South 43°01'57" East, 557.79 feet;
. 4. thence South 32°35' East, 30.00 feet to the center line of said
County Road Survey No. 426;
5. thence Southerly along said center line to a point that bears South
43°01'57" East of the true point of beginning;
6. thence North 43°01157" West to the.true point of beginning.
