INITIAL STUDY Uoyd Tentative Parcel Map Case No. 92-035 EN 'Project Description . . The proposed project consists of a Tentative Parcel Map (TPM) to create 4 parcels over 8.23 acres (8.11 net). Each parcel would be approximately 2 aCtes in size. The land use designation and zoning of the site is RR (Rural Residential), which requires a minimum parcel size of 2 a~es. No grading or construction is proposed at this ,time, however, the Initial Study analysis has anticipated future grading and development of 4 single-family residences over each of the proposed parcels. See the following figure showing the I proposed TPM. Projeçt Location The Lloyd TPM is located in the east portion of the City of Encinitas, in the community of Olivenhain (see Vicinity Map located on the TPM). The western edge of the site abuts the boundary of the City of Carlsbad. Enviro~menta. Seffinl . The project area is surrounded by open space, most of which appears to be previously grazed or farmed as most of the natural vegetation is gone. Grasses cover most of the site. Drainages occur off-site to the west, east and north, and these eventually enter into Encinitas Creek to the north. The site is situated on a hill which is oriented toward the south, southwest and southeast. Approximately 70 acres to the north and northeast on the site is covered by an easement, the purpose of which is to require soil studies addressing slope conditions. Most of the adjacent property including this parcel is undeveloped, though single-family development on rural residential lots occur approximately one-quarter to one- half mile to the north, east and south. A nine-unit development is currently being graded and improved immediately east of the site, between the site and Lone Jack Road. - - -1- 11oyd.tat OS/tU¡P2 '- . . Potential Sip.ificant EfI'ects The following impacts were determined to be potentially significant: 1) Potential geotechnical impacts include: - possible encountering of clay lenses - the adjacent future fill slope of Lot 6 - surface drainage which could contribute toward continued cutting of ravines 2) Grading of the site would create dust, incrementally contributing toward potential soiling impacts on nearby residences 3) New consumption of water, in an area which has a limited water supply and experiences drought, is considered to incrementally contribute to a regionally ( cumulatively) significant effect on this limited resource. 4) The potential for locating cultural resources is moderate. , MitlptioD MeasD{eS I .. Recommendation . Research and review of the project plans, Application fot Environmental Initial Study, the Oty's Master Environmental Assessment, General Plan, M~cipal Code, as well as the site and surroundings have failed to disclose any environmental isSues not mitigated by project design, standard conditions for its implementation, and measures 1 through 4 above. On the basis of this-initial evaluation, although the proposed project could have a significant effect on the environment, there will not be a significant effect because of the required implementation of the above-listed measures. See the "Preliminary Geotechnical Investigation," AR Barry & Associates, January 25, 1990, which includes the project site. TJ:le project site is referenced, in this report as lots 3 and 4 of the larger area analyzed. According to the' , investigation, there are no serious geotechnical problems associated with the site ., that would preclude development. The project, site would involve cut lots once development occurs. The report identifies potential problems to be possible encountering of clay lenses, th~ adjacent (future) fill slope of Lot 6, and surface :,~ drainage which could contribute toward the continued cutting of ravines. As part of Resolution No. 88-86 of the City Council of the City of Encinit~, Double LLRanch Road and Calle 47 (previously described as "A" and "B" Streets) must be improved to a 24-foot paved width (32-foot graded width), with a 60-foot irrevocablé offer of dedication on Double LL Ranch Road. This condition remains applicable, and would be required to be implemented prior to issuance of building permits. " 14. Sewer or Septic Tanks - The project would be selVed by Cardiff Sanitation District, and annexation into that District would be required prior to the issuance of building permits. An existing sewer line occurs in Lone Jack Road and is accessed by new developments in the area, including a nine-unit development located between the project site and Lone Jack Road, and by a larger development project (Barret) approximately one-quarter mile to the northeast of the site. Thus, no growth inducement would occur from this project accessing the sewer line. e. Storm Water Drainage - Drainage would occur as specified by the previous parcel map, and would be reviewed for adequacy for this project."
