Notice is hereby given of intention to annex territory to the above named
sanitation district.
The annexation is proposed under the provisions of the Cortese-Knox Local
Govet'nment Reorganization' Act--Section 56000 et seq., Government Code.
A legal description (Exhibit A), a reproducible map and ten (10) prints of
the specific boundaries of the territory proposed to be annexed, two (2) copies
of a general vicinity map and one topographical map are enclosed herewith.
In addition, the original completed form of questionnaire and application, as
required by the Formation Commission~ are submitted.

On motion of Commissioner Hersom, seconded by Commissioner
Oravec, the following resolution is adopted:
WHEREAS, a resolution of application was submitted to this
Commission for annexation of territory to the Cardiff Sanitation
District, which resolution was adopted by the Board of Directors
of said District as Resolution No. 1, dated April 15, 1986,
pursuant to Title ~ ,Division 3, commencing with Section 56000 of
the Government Code; and
WHEREAS, the terr i tory proposed for annexation is as
described in the application on file with the Local Agency
Formation Commission; and '
WHEREAS, the Executive Officer of the Commission has filed
her report on said annexation, which report was received and
considered by the Commission; and
,
WHEREAS, all owners of land have consented in writing to the
annexation;
NOW THEREFORE, BE IT RESOLVED, that this Commission hereby
finds, determines, and orders as follows:
(1) The Commission certifies that the determination by the
County of San. Diego that this annexation is exempted by State
CEQA Guidelines Section 15303 from the requirements of CEQA has
been reviewed and' considered.
(2) The Commission hereby approves the annexation wi th
modified boundaries, as described in Exhibit A attached hereto.

(3) The boundaries of the territory as described in
Exhibit A are definite and certain.
(4) The boundaries of the territory do conform to lines of
assessment and ownership.

(5) The district is a registered-voter district.
(6) The territory includes 0.53 acre and is uninhabited.
(7) The territory PFoposed. to be annexea is hereby
designated the "McCassy Annexation" to the Cardiff Sanitation

ANNEXING TERRITORY TO WHICH OWNERS HAVE CONSENTED
MARGIE MCCASSY ANNEXATION
On motion of Director Luke, seconded by Director Gaines, the
following resolution is adopted:
WHEREAS, pursuant to the Cortese-Knox Local Government
Reorganization Act of 1985 (Govt. Code, Section 56000 et seq . )
preliminary proceedings were commenced by resolution of application by
this Board on April 15, 1986 as Resolution No. SAN-1, for annexation
to the Cardiff Sanitation District (thereinafter referred to as the
District) of certain territory therein described, which descript~on
has been modified pursuant to the directions of the Local Agency
) Formation Conmission; and
WHEREAS, the annexation proposed by said resolution of
application was presented to and approved by the Local Agency
Formation Commission of San Diego County on August 4, 1986, and this
District was designated as the conducting district and authorized by
resolution to order said annexation without notice or hearing and

annexation is net subject to the environmental impact evaluation
because it is categorically exempt as a project initiated for the
purpose of making sewer service available to new construction or
conversion of small structures.
IT IS FURTHER RESOLVED AND ORDERED that pursuant to Government
Code Section 57002, the following described unincorporated territory
in the County of San Diego, State of California, be and it hereby is
annexed to and made a part of the Cardiff Sanitation District.
IT IS FURTHER ORDERED that the Clerk of this Board immediately

to cover the fees required by the Government Code Section 54902.5 to
the Executive Officer of the Local Agency Formation Commission of San

Division 1 , Title 6 of the government Code and by Chapter 8

ISSUE
Whether to approve an annexation of a 0.53 acre parcel with an existing
single family dwelling to the Cardiff Sanitation District.
RECOMMENDATIONS: That your Board
1 .) Adopt the resolution of the Board of Directors of the Cardiff
Sanitation District annexing territory to which the owner has
consented.
2.) Transmit to the Local Agency Formation Commission, a certified
copy of said resolution, along with remittance to cover the State
Board of Equalization filing fees.
BACKGROUND INFORMATION
The proposed annexation is in comformance with your Board's policy on
annexations as a Health problem (condition 1) and a single family dwelling
(cond it ion 4). This is a request to annex a 0.53 acre parcel to the
Sanitation District in order to provide sewer service for an existing
single family dwelling.
On April 1, 1986, the Local Agency Formation Commission adopted a
resolution approving this annexation and authorizing your Board to initiate
proceedings in compliance with their resolution, without notice or hearing
(DA86-28).
The existing septic system is now failing and the Department of Health
Services recommends completion of this annexation.
FISCAL IMPACT
Costs incurred, if any, will be paid by the proponent.
