BACKGROUND: At the regularly scheduled meeting of the Cardiff Sanitation District on December 12, 1989, the Board adopted a resolution of application (89-36) to annex .83 acres to the District. On April 2, 1990, the Local Agency Formation Commission adopted Resolution D.A. 90-6 approving the annexation. Annexation is required in order to provide public sewer service to one existing single family dwelling. DISCUSSION: The above mentioned property is currently being served by a subsurface sewage disposal system. Mr. Pater would like to add an additional bedroom and patio to his home but is restricted due to the size and location of his existing leach field. This proposed annexation is in conformance with the Cardiff Board's policy on annexations for single family dwellings on legal sized lots, conforms with the current zoning (RR-2) and is within the District's sphere of influence. The property is located at 506 E Street in Olivenhain (see attached vicinity and plat maps). RECOMMENDATIONS: It is recommended that the board of Directors: 1. Find pursuant to the State CEQA Guidelines, Section 15301 California Environmental Quality Control Act of 1970) that this project is categorically exempt from evaluation. 2.
