Project: 20 custom lots for single-family residential uses and an access road. FINDINGS: The City of Encinitas has examined the Initial Study and finds that the proposed project will not have a significant effect on the environment and that a Negative Declaration, including a number of conditions, should be prepared pursuant to City procedures. Project Description!rui Location: The Brookside project is located south of Camino del Rancho and is accessed via Rancho Santa Fe Road and Lone Jack Road. Itis just south of the Cavalier Riding Club. The project proposes to grade approximately 9.6 acres of a 69.3- acre site for 20 custom lots for single-family houses and an access road. Two of the lots, II and 120, will include large amounts of largely natural open space, including Escondido Creek and one of its unnamed tributaries. In addition, the southern slopes of Lots 18 and 20 will be put into an open space easement to protect California black-tailed gnatcatcher habitat. The potentially significant archaeological site found on the property will be researched by a qualified archaeologist through a salvage proqram. The project proposes 25,000 cubic yards of cut and 14,000 cubic yards of fill. Approximately 11,000 cubic yards of earthen material will be taken to the nearest approved dump site. Approximately 9.6 acres (14%) of the site will be graded. Cut and fill slopes will be rounded so as to provide a more natural appearance, and all graded areas outside of the building pads will be planted with native vegetation similar to that in the area. Lower elevation building pads will be flat, while hillside pads will have split level configurations so that the homes can be constructed to fit into the hillsides. Large rock outcroppings will be left natural and additional rocks will be added in the creek bed for erosion control. 1 . . . . Environmental Setting: I The project site is located in a rural residential area. There are scattered large residences to the south and west. The land on the hillside east of the project site is vacant. Immediately north of the site is the Cavalier Riding Club and adjacent vacant land that was being used for dumping horse manure. Escondido Creek traverses the southern portion of the site in an east-west orientation. An unnamed creek that is a tributary to Escondida Creek tràverses the northern portion of the site in a northeast-southwest orientation. The site is largely natural, although the lower, north.rnmost portions have been somewhat disturbed. Several dirt roads traverse the site and there is ~j evidence of use of the site by equestrians. The hillsides in the area to be developed are covered with Diegan Sage Scrub, while '. the hillsides in the southeastern portion overlooking Escondido Creek contain Diegan Sage Scrub on the south-facing hillsides and Chaparral on the north-facing hillsides- There is Willow Riparian Woodland along the creeks. Potentially Significant Effects: The project will not have any significant environmental impacts because the recommendation measures have been incorporated into j the project. However, the following issues were raised relating ; to potential impacts: : Geology/Soils: The alluvium and topsoil and colluvium are not considered suitable for foundation support and will require remedial grading. These problems will be eliminated through the implementation of the mitigation measures specified in Geotechnical Investi9ation for San Diego County Tract No. 4376, San Diego County, California, by GEOCON Incorporatëëf1"june 1987). Visual Quality: The higher portions of the site are highly visible from surrounding areas and grading on the hillsides could have visual impacts. These impacts will be mitigated by minimizing grading (only 14% of the site will be graded): the rounding of cut and fill slopes to create a more natural appearance: and therevegetåtion of all graded areas outside the building pads with native vegetation similar to that in the area. Biological Resources: Approximately 20% of the onsite population of Adolphia californica will be eliminated. However, this will be mitigated by the retention of 80% of the population in a Permanent open space easement on Lot 120. Potential impacts to the California black-tailed gnatcatcher will be mitigated by the preservation of two habitat areas within an open space easement on the south-facing hillsides of Lots 118 and 20. Cultural Resources: Five prehistoric sites were discovered onsite, four of which were within the area to be developed and one of which will be preserved in situ within the open space easement for Lot 120. Of the four sites within the area to be 12 -- "' .. . . developed, one site was determined to be potentially significant , based on the criteria provided by CEQA. Potential impacts will , be mitigated through a salvage program that will be funded by the applicant. Mitiqation Measures: 0- It was determined that the proposed project could have significant impacts that wi 11 be mitigated. Thefollowing mitigation measures have been agreed to by the applicant but should also be included in the conditions of approval: A. Geologic/unstable soils impacts: Require that all recommendations in the Geotechnical Investigation for S$n Diego,County Tract No. 4316, San Diego Cøuntv, California, by GEOCON Incorporated (June -m 7 ) be implemented. B. Visual impacts of topographic alteration: Require that all graded areas not within the building pad areas be planted with native vegetation similar to that in the area. C. Erosion/Sedimentation: Require that grading be done in the spring and immediately thereafter so that plants are established before the winter rains. Require that sand bags or other suitable sediment traps be used during construction. D. Biological Resources: Require that the lower portions of the south-facing slopes on Lots 18 and 20 (as shown on the map filed with the Community Development Department) be put in open space easements to mitigate potential impacts to the Califo-rnia black-tailed gnatcatcher territories, as recommended in the Report of a Biological Survey of the Brookside Property, Escondido Creek Area, San Diego County, California,TM 4376, by Pacific Southwest Biological Services, Inc. (November 22, 1988). The open space easement should be shown on the Tentative Map and grading plan. Require that all of the southeastern portion of Lot 20, as shown on the map filed with the Community Development Department, be put into a permanent open space easement that cannot be subdivided in the future. Archaeological Resources: Require that all of the southeastern portion of Lot 20, as shown on the map filed with the Community Development Department, be put into a permanent open space easement that cannot be subdivided in the future.
