1987-02 Repeal sewer moratorium Ordinance No. 87-02 8! AN URGENCY ORDINANCE OF THE CARDIFF SANITATION DISTRICT REPEALING SEWER MORATORIUM The Board of Directors of the Cardiff sanitation District does ordain as follows: SECTION ONE: That Ordinance 55 declaring a moratorium and Ordinance 56 extending the moratorium are hereby repealed. SECTION TWO: Having received more than four affirmative votes of the Board of Directors, this ordinance shall take effect on January 8,1987 at 8:00 A.M. The Board of Directors finds that this ordinance is necessary for the immediate preservation of the public health and safety because of the following facts: . A. Based upon the engineering evidence submitted to the " District, there is sufficient unused capacity to serve the needs of those persons seeking to obtain sewer capacity commitment letters and wastewater discharge permits. B. Further withholding of sewer service deprives the residents of the district from obtaining adequate sewer service and therefore threatens the public health, safety and welfare.
