ORDIBABCB BO. 94-02 U ORDIBABCB OP DB CARDIPP SUITATIOB DISDICT AllDDIBG CBAPTBR 1. 12 , SBCTIOB 1. 12 . 020 OP DB CARDIn SUITATIOB DISTRICT CODB RBGARDIBG BQUIVALD'l' DWBLLIBØ UBIT DBTBRXIDTIOBS NOW THEREFORE, The Cardiff Sanitation District Board, does ordain as follows: SECTION ONE: That Chapter 1.12, Sections 1.12.020 of the Cardiff Sanitation District Code is amended to read as follows: SEE ATTACHMENT A SECTION TWO: This ordinance was introduced on February 16, 1994. SECTION THREE: Upon introduction of this ordinance, the City Clerk is . directed to publish notice of a public hearing to consider the provisions of the San Diego County Code. The notice shall be published at least 15 days prior to the public hearing and shall announce that the City Clerk has on file at least three copies of those portions of the San Diego County Code which are proposed, for incorporation by reference. SECTION FOUR: Upon adoption of this ordinance, the Ci ty Clerk is directed to maintain three copies of those portions of the San Diego County Code which are incorporated by reference. SECTION FIVE: Within 15 days following the adoption of this ordinance, the City Clerk is directed to prepare and have published a summary of this ordinance together with the votes cast. SECTION SIX: This ordinance shall take effect and be in force thirty (30) days after the date of its passage, and before the expiration of fifteen (15) days after its passage it shall . be published once, with the names of the members voting for and against the same, in the Coast Dispatch, a newspaper of general circulation published in thè County of San Diego. . Recreational Vehicle Park, 0.5* occupied or not. * Any accessory facilities such as laundry, dining, recreational area, residence, etc., shall be considered separately in addition to trailer spaces, as per this ordinance. Miscellaneous food establishments: 3.0 ice-cream/yogurt shops, bakeries . (sales on premise only) . 3. a. Take-out/eat-in restaurants with 3.0 disposable utensils, but with minimum seating and public restrooms. b. Restaurants with re-usable 3.0 utensils, seating and public minimum restrooms. One EDU is assigned for each 6 seat unit as follows: 1-18 seats = 3.0 EDU (minimum); Each additional 6-seat unit will be assigned 1.0 -EDU. B. Hotels and Motels 1. Per living unit without kitchen 0.38 2. Per living unit with kitchen 0.60 C. Commercial, Professional, Industrial Buildings, Establishments not Specifically Listed Herein 1. Any office, store, or industrial . condominium or establishment. -First 1,000 square feet 1.2 - Each additional 1,000 square feet 0.7 or portion thereof 2. Where occupancy type or usage is unknown at the time of application for service, the following EDU's shall apply. This shall include, but not be limited to shopping centers, industrial parks, and professional office buildings. - First 1,000 square feet of gross 1.2 building floor area. - Each additional 1,000 square feet 0.7 of gross building floor area. Portions less than 1,000 square feet will be prorated. D. Self-service Laundry, Per Washer 1.0 . - , . E. Churches, theaters, and auditoriums 1.5 per each 150 person seating capacity, or" fraction thereof. (Does not include office spaces, school rooms, day care facilities, food preparations areas, etc. Additional EDU's will be assigned for these supplementary uses.) F. Schools 1. Elementary Schools, 1.0 for 50 pupils or fewer 2. Junior High Schools, 1.0 for 40 pupils or fewer 3. High Schools, 1.0 for 24 pupils or fewer Additional EDU's will be prorated based on above values. The number of pupils shall be based on the average daily attendance of pupils at the school during the preceding fiscal . year, computed in accordance with the education code of the State of California. However, where the school has had no attendance during the preceding fiscal year, the Director shall estimate the average daily attendance for the fiscal year for which the fee is to be paid and compute the fee based on such estimate. G. Convalescent Homes 1. Skilled nursing care facilities, 0.7/bed Psychological hospitals, convalescent hospitals; licensed by the Department of Health. 2. Community Care Facilities wíth 16 or 0.5/bed more beds licensed by the State Department of Health. 3. Small Community Care Facilities with 0.5/bed 7 to 15 beds licensed by the County Department of Social Services. 4. Community Care Homes with six or 1.0 . fewer total residents, including resident staff and housekeepers . (to be the same EDU as a single family residence). H. other , In the case of commercial, industrial, and other business establishments such as bottling works, supermarkets, markets, deli/markets, convenience stores, hospitals, laundries (other than self-service laundries), automobile service stations, mortuaries, day-care centers, bars, pool halls, and other establishments not included in Commercial/Industrial items (A) throuqh (G) inclusive, or when the EDU's specified in items (A) through (G) are not representative of actual flow due to the number of employees or type of operation, the number of equivalent dwelling units shall be determined in each case by the Director and shall be based upon the estimated volume and type of wastewater discharge into the sewer. . , , .
