. MINUTES OFENCINITAS CITY COUNCIL, AND CARDIFF S4NITATION
DISTRlCT SPECIAL JOINT WORKSHOP, APRlL 30, 1997, 10:00 A.M,
505 SOUTH VULCAN A VENUE
Since this was a joint special meeting, Board Member Davis chaired the meeting and called the
meeting to order at 10:04 AM.
Present: Bo3{d Members John Davis, James Bond, Sheila Cameron (arrived at 10:26 AM.),
and Chuck Du Vivier.
Absent: Board Member Aspen.
Also City Manager Wasserman, Assistant City Manager Benson, City Clerk C~rvone,
Present: Public Works Director Nelson, Management Analyst Orozco, Associate Civil
Engineer Bodas, Management Assistant Vinocur, Management Intern Gallup,
Deputy City Clerk Greene.
There being a quorum present, the meeting was in order.

Management Orozco presented the upcoming proposed rate adjustIhents that staff would be
submitting to the Council over the next c()uple of months. She reviewed the Montgomery Watson
Rate Study and the timetable and schedule for the upcomiQg public hearings regarding the proposed
rate adjustments.
Mayor Davis declared a recess fÌ'Om 10:12 to 10:16 AM. for the Council to familiarize themselves
with the handouts presented to them by Ms. Orozco.
. Ms. Orozco continued her presentation and reviewed the formula used to recalculate the
connection/capacity fees for the Cardiff Sanitation District and the Encinitas Sanitary District

. stating the formula was a "buy-out" method resulting in new connectors paying to connect, based
on the value of the system.
Ms. Orozco reviewed the financial data for the Cardiff Sanitation ~istrict and the Encinitas Sanitary
District and the Five Year Capital Improvement Plans for both districts.
Staff was directed to return to a future meeting with a rate plan for the two districts for either the
next two years or five years to be considered at the June, 1997, Board meeting.
