MINUTES OF SPECIAL JOINT MEETING OF THE CARDIFF SANITATION DISTRICT,
SAN DIEGU/TO WATER DISTRICT AND ENCINITAS CITY COUNCIL
. DECEMBER 18, 1996, 6: 00 P. M, 505 SOUTH VULCAN A VENUE
Mayor Davis called the meeting to order at 6:10 P.M.
Present: Mayor John Davis, COuncil Members Lou Aspell, Chuck DuVivier, James Bond, and
Sheila Cameron.
Absent: None.
Also City Manager Wassennan, City Attorney Krauel, City Clerk Cervone, Assistant City
Present: Manager Benson, Management Analyst Schulenburg,. Engineering & Planning Supervisor
Graves~ Community Services Director Wigginton, Management Analyst Orozco, Sheriff's
Captain Wood, Secretary Maluia.
There being a quorum present, the meeting was in order.

Carlsbad Mayor, Bud Lewis addressed the issue on the County Water Authority and urged Council to
reappoint James Bond as the City's representative to the Board.
Mayor Davis reviewed his recommendations for Council Members to represent the City on Boards,
Commissions and Committees, pursuant to Municipal Code Seètion 2.20.070.
Council consensus was reached for appointments as follows:

Bond asked that the motion be amended to change the San Diego County Wat~ Authority representative to
Bond. Amended motion failed for lack of a second.
The First motion was restated to adopt the recommended appointments. Motion carried. Ayes:
Cameron, Davis, DuVivier, Aspen; Nays: Bond.
