Board Member Bond called the meeting to order at 6: 12 P.M. Present: Mayor James Bond, Council Members Lou Aspe11, John Davis, Chuck Du Vivier, and Gail Hano. Absent: None. Assistant City Manager Bet1SQn stated that the City Council held joint meetings on April .17, April. 22, and May 23, 1996, for sta1f presentations, public input and to give staff direction on the proposed new programs and revenue and expenditure plans regarding the annual budget. Joint meetings were held on April 17, April 22, and May 23, 1996 for staff presentations, public input and to give staff direction on the proposed Capital Improvement Program. Mr. Benson stated the annual opcnting budgets general fund revenues were projected at $21,963,476; a $110,837 increase over last year's revenues. General fund expenditures were projected at $20,939,294; a decrease of$7,493 ftom last year's expenditures. The FY 1995196 revenues exceeded expenditures by $1,024,182 and the money would be used to support the Self Insurance Fund and for Capita1lmprov~ent projects. . Mr. Benson also reported the following: The Encinitas Sanitary District operating fund included projected revenues of $1,160,997 and expenditures of $945,539. Cardiff Sanitation District operating funds included projected revenues of $2,123,964 and expenditures of $1,633,080. The San Dieguito Water District operating revenues were projected at $6,479,979, and expenditures at $45,081,857. Management Analyst Schulenburg reviewed recommended revisions to the Capital Improvement Program (CIP). In the first draft of the FY 96/97 CIP, staff had initially recommended a master streetscape and beautification plan for the Highway 101 corridor. However, pursuant to Council direction at the March 20, meeting to use funds for construction purposes rather than design only, staff revised and expanded the project scope to include both design and construction of streetscape and inftastructure improvements over a five year period. , She said the revised project would be divided into three separate phases and staff was recommending that the proposed construction be coordinated with existing and proposed capital improvement projects. Of the $200,000 recommended in FY 1996/97 funding, $50,000 would be for design of the area north of Encinitas Boulevard to approximately La Costa Avenue, and $150,000 would fund a suitable and feasible public improvement project such as a sidewalk section, median improvements which included the section between K Street and Encinitas Boulevard or K S~ south to the southern City limits. Tun Homung,representing DEMA, requested .$10,000 be allocated to establish a beautification program in the downtown area. Council Member Du VIvier requested that staff research improvements to commercial alleys. Davis moved, DuVivier secoDded to approve City Resolution 96-48 adopting the 1996/97 Finaocial Plan to include chaoges in the CIP Highway 101 beautification program for subsequent funding in years 1998 through 2001, allocate 510,000 from the Highway 101 Beautification Program to the Downtown Facade Program subject to a matching funds requirement, report at July Council meeting the establishment of an alley improvement matching fund program, approve Cardiff Sanitation District Resolution 96-07 adopting the Fiscal Year 1996/97 Finaadai Plan, and approve the San Dieguito Water District Resolution 96-09 adopting the Fiscal Year 1996/97 Financial Plan.
