VULCAN Â VENUE Meeting called by notice pursuant tio G.C. Section 54956. Chairman Bond called the meeting to order at 7:45 P.M. District Manager Wasserman reported the SEJPA had requested both Encinitas and Solana Beach to consider alternative ways to operate the San Elijo Water Pollution Control Facility. Assistant District Manager Benson reviewed the options available (1) retain the current operational structure; (2) Management of SEJPA transferred to City of Encinitas. and operational employees remain City employees¡ (3) contract administrative eq;>loyees through contract and operations through JPA employees¡or (4) All become JPA employees. SEJPA Manager John Murk said the options presented.were based on òther similar management operations throughout California. He said the overhead cost would be lowered by $50 t 000 if the employees became JPA employees. public Works Director Nelson urged Council to retain the City's line maintenance employees because, in addition tQ working for the SEJPA, they maintain the Cardiff Sanitation District and Encinitas Sanitary drains and the City's storm drains and their services are sometimes hired by other cities. . 10/19/94 Jnt CSD/Council Mtg.
