Chairman Bond called the meeting to order at 4:04 P.M.

Management AbalystSuelter stated that in 1993, the Encinitas City
Council established a "Housing Certification Program" (HCP) to help
property owners certify units illegally constructed, maintain
affordable housing, and eliminate serious health and safety
programs.
The program did not apply to the Cardiff Sanitation District,
Encinitas Sanitary District or the Leucadia County Water District.
Questions had been raised whether the Districts could or should
waive or reduce the district fees in order to facilitate the City's
HCP.
TJ:1e Cardiff Sanitat;ion District connection fee is $3,900. The
District Code states it is unlawful to connect any building to the
\ District's sewage system without first paying the fees prescribed
by the District.
. Staff recommendation was to review the issues, continue District
c, policy of.chargingconnectionfees/annual sewer service charges at
current rates to applicants to the city's HCP program and direct
staff to imple.ent a connection fee payment program that allows for
installments.
wayne Holden suggested that the District use the 1986 çalculation
(pre-city) for HCP applicants.
The Board directed staff to:
1. Provide the Board with the District Code section that states
this type of housing is an actual unit.
2. Provide information that states if the units are certified and
then abated in 20 years, ..connection ~ees be refunded.
3. Provide analysis of what an appropriate fee should be and keep
the fee as low as possible.
4. Provide specific language stating a fee must be charged for
~ connection.

Public Works Director Nelson stated there had been a number of
phone calls z:eqarding a sewage spill from the lagoQn into the
ocean. He said there had not been a sewage spill into the lagoon.
The county had opened up the lagoon mouth and the stagnant water
from the lagoon with decayed vegetation had created a foul odor.
