Public Work,s Director Nelson introduced Kellene Burn-Lucht, the
Assistant Manager of the San Elijo JPA who gave the Board a status
report regÇlrding the San Elijo Water Pollution Control Facility
Upgrade. '
Ms. Burn-Lucht stated the project was 590 days late in completion
and was $2-1/2 million over the estimated cost. She said the San
Elijo JPA was negotiating with the design engineer to reduce the
ov,erage. .

Public Works Director Nelson stated the issue was whether, as a
member agency of the San Elijo Joint Powers Authority, to request
the City of Encinitas to submit a proposal to the JÞA to provide
management, engineering and finance services for the JPA and the
SEWPCF.
Mr. Nelson said the District had an opportunity to annually save
$61,931 or one-half of the potential SEJPA annual savings of
$123,861 which represented an approximate 3% annual savings to the
District's rate payers. Staff recommendation was to request a
proposal. ,
DuVivier moved, Hano seconded to approve the staff recommendation.

Public Works Director Nelson reported the Cardiff Master Plan draft
would be ready in approximately six weeks.
Chairman aond said he received a letter from the president. of the
Special Districts Association asking tþe cardiff Sanitation
District to join. He sa:i,d he would circulate the letter to th~
Board members and asked that they discuss joining the Association
at the njxt Cardiff Sanitation District meeting.
