Chairman Bond called the meeting to order at 4:00 P.M.
Present: Chairman James Bond, Board Members John Davis, Chuck

There being a quorum present, the meeting was in order.

Bano moved, Wiegand seconded to close and adopt the Consent

STAFF RECOMMENDA T/ON: 1) Find pursuant to California Environmental
Quality Control Act of 1970 Guidelines, Section 15/39 that this annexation is
categorically exempt fromfu,rrher environmental review. 2) Adopt ResolUtion 94-
02for Application No. 94-01 (G.£; Capital Asset Management Corp.) annexation
to the District. 3) AUthorize execUtion of the sewer connection agreement between
G.E. Capital Asset Management Corporation ,and the Cardiff Sanitation District.

Management Analyst Suel ter stated that in June 1993, the Board
approved the Fiscal Year 1993-94 Financial Plan. A major factor
affecting the Financial Plan was the cost overrun for the
construction to upgrade the level of sewage treatment from advanced
primary to secondary and to expand the plant capacity from 3.7 to
5.25 million gallons/day. Another factor was the cost to stabilize
the outfall pipe through rock ballast replenishment.

Ms. Su$lter gave a summary of the primary factors accounting for
the differences between the mid-year adjusted financial plan and
the financial plan,prepared at th.e beginning of the fiscal year.
- The staff recommendation was to accept the Mid-year Financial Plan
and adopt Resolution 94-01 implementing the revised 1993-94 Card~ff
Sanitation District Financial Plan.
The Board requested that the cost over-runs be explained at the
March Board meeting.

Chairman Bond reported the San Elijo Water Pollution Control
8 Facility would be dedicated on February 24, 1994 at 10:00 A.M.
Chairman Bond stated one homeowner's record had inadvertently been
removed from the sewage connection records by tbe County 30 years
ago. He stated it was resolved with the homeowner assessed the
connection fee for his accessory unit and the District would be
receiving monthly fees from now on.
