Public Works Director Nelson introduced John Murk, General M~nager
of the San Elijo JPA who gave the Board a status report regarding
the San Elijo Water Pollution Control Facility Upgrade Project. He
stated the project had been completed except for some "punch list"
items.

Senior Civil Engineer Holt stated that Work Project CSD 001 had
been approved in Fiscal Year 89-90 allocating $150, 000 for the
preparation of a Sewer Master Plan for Cardiff Sanitation District.
Mr. Holt said the Engineering Department and Public Works
Department evaluated proposals. from eight .firms qualified to
accomplish the work. There was staff consensus that John Powell
and Associates were well qualified and presented the best proposal.
After several negotiating sessions with the John Powell project
. team, a fee of $144,000 was arrived at as an appropriate amount for
the scope of Work involved.

spill in an open field behind the San Elijo Treatment Plant with a
l~s of 250,000 gallons over a peri~ of f~r da~. It had gone
undetected because of the remote location of the manhole.
Mr. Nelson said the spill was caused by vandalism. Large rocks had
been placed down a lI!anholð Clusing a blockage and spill. Steps
'.., wer. e.being taken to bolt down manhole covers in remote sites to
7 prevent repetition of the vandalism.
