MINUTES OF ADJOURNED REGULAR MEETING OF CARDIFF SANITATION
DISTRICT, OCTOBER 20, 1986, 531 SOUTH WLCAN AVENUE
8 1. CALL TO ORDER/ROLL CALL
Meeting was adjourned from Regular Meeting October 14, 1986.
Meeting was called to order at 6:35 P.M.
Present: Board Members Gaines, Luke, Omsted, Shea, Steel
Absent: None
Also Present: Interim Manager Nares, Attorney Krauel
There being a quorum present, the meeting was in order.
2. RESOLUTION 86-03 APPROVING IN CONCEPT EXPANSION OF SAN ELIJO
WATER POLLUTION CONTROL FACILITY
Director Luke presented a report on obtaining additional sewer
capacity rights from Solana Beach Sanitation District.
Luke moved, Omsted seconded adoption of a Resolution (86-03) to
be prepared by Staff to the effect that the Cardiff sanitation
District supported expanding the San Blijo Treatment plant from
its present capacity of 3.7 mgd to between 4.2 and 4.5 mgd.

Hone.
. 3. DISCUSSION OF ADDITIONAL OUTFALL
Director Gaines reported that Escondido had dropped its request
for a waiver and desired that the Cardiff Sanitation District
not oppose additional outfall. Staff reported that there was an
agreement that related to additional outfall and that the
agreement had been delivered to the Board at a previous meeting.
Gaines moved, Omsted seconded that the attorney review the
aqreement to determine whether the Cardiff Sanitation District
had discretion to oppose or disapprove any outfall increase.
Motion carried. Ayes: Gaines, Luke, Omsted, Shea, Steel; Nays:
None.
4. STAFF REPORT
Charles Nares reported that he had selected the firm of John
Munsey in Carlsbad to do the study previously directed by the
Board.
Steel moved, Gaines seconded that the study include information
on outfall. Motion carried. Ayes: Gaines, Luke, Omsted, Shea,
Steel; Nays: None.
