1. CALL TO ORDER/ROLL CALL
Board Chairman Steel called the meeting to order at 4:16 P.M.
Present: Board Chairman Gerald Steel, Board Members Marjorie
Gaines, Greg Luke, Anne omsted, Richard Shea.
Also District Manager Shafer, District Counsel Roger
Present: Krauel, Public Works Director August, Board Clerk
Pool, Senior Office specialist Hollywood.
There being a quorum present, the meeting was in order.

4. UNFINISHED BUSINESS
. A. Oral ReDort on Canacity Needs stu~ bY Fraser Enaineerina.
Graham Fraser, Fraser Engineerinq, reviewed the capacity needs
calculation process and presented Council with a report
comparing the low, medium, and high density figures.
Gaines aoved, OIDSted seconded to use 10,000 EOO's as the
real istic needs figure for the sizing of the plant and to be
forwarded to the JPA. Motion carried. Ayes: Gaines, Luke,
omsted, Shea, Steel: Nays: None: Absent: Hone.
Gaines aoved, Shea seconded to use 231 qpd Per EDU as the
safety factor fiqure for the sizing of the plant.
Luke moved to amend the motion, oasted seconded to use 250 qpd
per BOO as the safety factor figure for the sizing of the
plant and to be forwarded to the JPA. Amended .otion carried.
Ayes: Luke, OIDSted, Steel: Hays: Gaines, Shea: Absent: None.
OIDSted aoved, Luke seconded to use the high fiqure of 250 CJPd
per EDU (using high end of 11,586 BOO's) for the sizing of
major collector piping to the plant and to be forwarded to the
JPA. Motion carried. Ayes: Luke, oasted, Shea, Steel: Nays:
Gaines: Absent: None.
. The Board directed Mr. Fraser to up the district sphere map by
removing those portions of the map being annexed to Rancho
Santa Fe.
5. ADJOURNMENT
Chairman Steel declared the meeting adjourned at 5:10 P.M.
