. MINUTES OF CARDIFF SANITATION DISTRICT REGULAR MEETING AUGUST 21,

1. CALL TO O~ER/ROLL CALL
Board Chairman Gaines called the meetinq to order at 4:37 P.M.
Present: Chairman Marjorie Gaines, Board Members Gail Hano, Anne
Omsted, Richard Shea, Pamela Slater.
Also District Manaqer Shafer, Board Clerk Pool, District
Present: Enqineer August, City Enqineer Warren, Senior Office
Specialist Greene.
There being a quorum present, the meetinq was in order.

O'Connor Claim, Pursuant to Government Code 54956.9(b).
Board Member Omsted requested the record show that she had listened
to the tapes of the previous meetinq and felt qualified to
participate in the closed session.

The Board reconvened into open session at 4:52 P.M. and Board
President Gaines reported the board voted to deny the claim.

7. NEW BUSINESS .
A. ReDort bv San El i; 0 JPA General ManaGer. John Murk. on
InsDection results of the Ocean Outfall.
. John Murk, General Manaqer of the San Elijo JPA, qave a report on
the status of the ocean outfall shared by JPA and the ci ty of
Escondido. He explained that the outfall used to be buried in the
ocean bottom. Due to shiftinq sand, much of the outfall was now
hanqinq from support structures and not even restinqon the bottom.
He showed three possibleenqineerinq remedies, the costs associated
with each, and estimated times for completion. The decision would
be made by the JPA with Escondido responsible for 80% of the cost
and the JPA the remainder. No action was required by the Cardiff
Sanitation District.
B. Smith said he liked what Mr. Murk said about havinq a pier and
t::estle and suqqested a restaurant beinq built at the end of the
pJ.er.
It was explained that the pier and trestle would be temporary
structures to be used only durinq the remedial process.
