. MINUTES OF CARDIFF SANITATION DISTRICT SPECIAL JOINT MEETING
NOVEMBER 27, 1990, 6:00 P.M., 535 ENCINITAS BOULEVARD, SUITE 100
Meeting called by notice pursuant to G.C. section 54956.
1. ~LT. TO ORDER / ROLL CALL
Mayor Slater called the meeting to order at 6:03 P.M.
. Present: Board Members Pamela Slater, Council Members John Davis,
Gail Hano, Anne Qmsted, Maura Wiegand.
Absent: None
Also City Manager Shafer, City Attorney Krauel, City Clerk
Present: Pool, Publ ic Works Director August, Assistant ci ty
Manager Benson, Community Development Director Murphy,
Community Services Director Wigginton, Fire Chief
LaMarsh, Sheriff's Lieutenant Hartshorn, Deputy City
Clerk Cervone
There being a quorum present, the meeting was in order.
2. PLEDGE OF AT.T.F.GIANCE
~ 3. SPECIAL PRESENTATIONS / PROCLAMATIONS
A. Presentation of Certificate to Outaoina Crime Prevention
Action Committee Member Earl Foster.
Earl Foster was not present to receive his certificate and Mayor
Slater directed it be mailed to him.
B. Presentation of Certificate to outaoina Parks and Recreation
Commissioner Jim Curl.
Board Member Slater presented Jim Curl with a certification of
Appreciation and thanked him for his time and good work on the
Parks and Recreation Commission.
4. NEW BUSINESS
A. - Adoption of -Resolütion~ 90-61 Declarina the Result of - -the
November 6. 1990 General Municipal Election.
Shea moved, Omsted seconded to adopt Resolution 90-61 declaring
that Maura wiegand and John Davis were elected as members of the
City Council. Motion carried. Ayes: Gaines, Bano, omsted, Shea,
Slater; Bays: Bone.

B. Adoption of Encinitas Sanitary District Resolution 90-11
Declarina the Result of the November 6.1990 Special District
Election.
omsted moved, Bano seconded to adopt Resolution 90-11 declaring the
proposition X "Shall the District lease land for Park to City of
Bncinitas for $1.00 per year under expressed conditions?" was
passed. Motion carried. Ayes: Gaines, Bano, omsted, Shea,
Slater; Bays: Bone.
C. Presentations to Outqoing Council Members Gaines and Shea.
Dolores Welty presented several gifts to the outgoing Council
Members and thanked them for their dedicated service to the city.
Maureen Gaare gave plants to Council Members Gaines and Shea and
thanked them for all their help in the past four years.
On behalf of the City Council, Mayor Slater presented several gifts
to both Marj orie Gaines and Rick Shea thanking them for their
tireless devotion to maintaining the quality of life in the City
of Encinitas.
(4IÞ Staff also presented gifts to both outgoing Council Members.
Gail Hano, Vice President of Cardiff Sanitation District, presented
silver plants commemorating their membership on the CSD District
Board for the past four years; Council Member Qmsted presented
clocks to both Board Members for serving on the Encinitas Sanitary
District Board; Council Member Omsted also presented silver ice
buckets for serving on the San Dieguito Water District. Fire Chief
LaMarsh presented plaques to both outgoing members and the Fire
Fighters Association presented fire helmets for serving on the
Encinitas Fire Protection District Board.
Melinda Morrin, Legislative Assistant, presented certificates on
behalf of Assemblyman Robert Frazee. County Supervisor John
MacDonald presented Distinguished Service awards to both outgoing
members.
-D. Presentation of Certificates of Election to New-Iv Elected
Council Members.
City Clerk Pool presented newly elected Council Members John Dávis
and Maura Wiegand with Certificates of Election.

E. Administration of Oath of Office to and seatina of NewlY
Elected Council Members Davis and wieaand.
County Supervisor John MacDonald swore in the newly elected Council
Members.
New Council Members Davis and Wiegand were seated and thanked those
who helped them win the election.
4. ADJOURNMENT
Mayor Slater declared the meeting adjourned at 6:57 P.M.
