President Davis called the meeting to order at 4:00 P.M.
Present: Chairman Davis, Board Members Hano, Omsted, Slater, and
Wiegand. '
Absent: None.
Also District Manager Shafer, Board Clerk Pool, Public Works
Present: Director Nelson, Management Assistant Vinocur, Senior
Office Specialist Greene.
There being a quorum present, the meeting was in order.

Wiegand moved, Hano seconded to close and adopt the Consent
Calendar. Kotion carried. Ayes: Davis; Hano, Omsted, Slater,

C. AdoÞtion of Resolution 92-09 for Annexation to the Cardiff
Sanitation District of 19.65 Acres Located at the Southeast

STAFF RECOMMENDATIONS: 1) Find pursuant to California Environme~tal
Quality Control Act of 1970, Section 15074 guidelines that this project would not

categorically exempt from evaluation. 2) Adopt Resolution 92-11,. 3). Require
parcel to annex to the City of Encinitas prior to final annexation to the District.

STAFF RECOMMENDATION: AUthorize staff to issue the proposed Request for
Proposals for Audit Services.

6. BOARD/DISTRICT MANAGER REPORTS
District Manager Shafer gave an update of the San Elijo meeting
held on March 12, 1992, and said staff was directed to research an
alternative being considered regarding securing the outfall line
that would extend the life approximately 10 years and avoid the
cost of having to do major emergency repairs. He said there would
be significant dollar savings to the District if the alternative
worked.
