The conclusion of the report (page 14) stated that: The 21 single family detached housing units that comprise Ocean View Estates will generate a maximum of 320 weekday trips, 2S a.m. peak ho~ trips and 35 p.m. peak hour trips. The effect of these trips' on the surrounding street network will be very minimS\1. We believe that no traffic mitigation will be. necessary because of the added traffic !tom Ocean View Estates. The recommendation to replace the "SLOW" sign at the intersection of Sunset Drive and Ocean View Avemie with a yield or stop sign is unrelated to the development - Thus, the proposed project, which would generate fewer average daily trips, also would have only a minimal effect on surrounding streets,. and no significant impacts would occur. - 4- '" "!'." . . . 14. Evidence to consider: Subj ect to the City's conditions of approval, the project will conform with all development regulations contained in the Municipal Code.. The proj ect is consistent with the residential zone regulations of Sect. 30.16.010 and, more specifically, the regulations for the single-family residential zones of Sect. 30.16.010 (C), which states "New residential development 'shall be designed based on the concept of small, distinctive neighborhood areas (generally less that 20 dwelling units per neighborhood area: ...)". There is no applicable specific plan. The subject .property does not lie within any of the special purpose overlay zones contained in the General Plan. Staff and the Commission.have identified no goals or policies of the General Plan with 'which this proposal wou¡d be inconsistent. B. The project design is substantially consistent with the City's Design Review Guidelines. Evidence to consider: What fòllows is a brief discussion of the project as it relates to the City's Design Review Guidelines, broken down by Section: a. . Site Design - 1.1 - The applicant has taken advantage of the relatively large lot sizes in the R3 zone :to provide varying building orientations and setbacks. The street " . . . , arrangement and larger rear yard setbacks will create significant open corridors through the property. 1.2, 1.3 ,- No significant mature trees or other landscaping or significant assets of the site hove been noted for, preservation. Changes to present land forms will be minimal. 1.4 - Based upon site visits and photographic evidence submitted by the applicant, it do,es not appear that there are significant westward views presently enjoyed by the homes across Ocean View which would be impaired by this development. Some' view opportunities may be present ,across the street from some portions of the site at the second story level, however, mature landscaping appears to be preventing any such views presently. As was noted earlier, rear yard setbacks larger than those required will result in substantial open corridors through the property, although it is not clear that this will create or preserve any view opportunities. . 1.5, 1.7, 1.8 - The side-entry garages will effectively help in screening parking areas and parked cars from view. Pedestrian entry ways to the homes are separated from vehicular access areas and main entrances to the homes will be vÜfÏble from the street. Meandering walkways are proposed adjacent to all street frontages. Different texture treatments of the driveways and ground cover islands withj.n them have also been utilized to soften the appearance of the paved areas. b. Building Design 2.1, 2.3 - The homes are of 5 different models with 2 different exterior design treatments for each. No model and/or design treatment occurs more than twice within the project, such that the project should achieve a "custom home" appearance designed to fit the site and individual lots. The architectural treatment of the homes is consistent, among all elevations as well as among the different ho~es. 2 . 4 - Variation in exterior materials and colors has been used with. constraint. All homes feature exteriors utilizing primarily stucco with some wood siding . A color palette consisting of softer pastel colors for building exteriors with complimentary colors for building trim has been submitted by the applicant and was considered at the hearing. 2.6, 2.7, 2.11 - Each home features several pitched or hipped roof elements which help create visual interest and reduce building mass. Variation in horizontal and vertical lines is substantial. Roofs will be of concrete , . . roof tile and will be compatible in design with the buildings. c. Landscape Design 3.1, 3.2 - Landscape materials selected are repeated throughout and .should promote a sense of continuity and cohesiveness. Apart from perimeter plantings, rear yard landscapi,ng is proposed to be left to the individual property owners. 3.3, 3.9 - All landscape materials are drought tolerant species and are contained in the City I s "Master Plant Materials List". 3.4 - The size of landscaping selected should result in a mature appearance within 3 years. All trees apart from the fast-growing Eucalyptus are of a minimum 15 gallon size, with the "New Zealand christmas Tree"street trees of a 24 inch box size. All shrubs except for the Cistus . Salvifolus and Agapanthus Africanus are proposed to be of a 5 gallon size. 3.7 - The applicants have selected a còmmon street tree (New Zealand Christmas tree - 24 inch box size) which will help to ~nify the streetscape and provide a common theme. 3.10, 3.11 - The applicant is proposing to utilize 4 different fence types within the project. Generally speaking, 6 ft. high wood fencing with vertical panels is proposed along the frontage with Ocean View while 6 ft. wood fencing with horizontal panels is proposed to separate the side property boundaries of the individual lots and along the rear lot lin.s. It should be noted that the former fence type along the street features a small cap on the posts which exceeds 6 ft. in height and cannot be allowed without a variance. The fencing in the front yard areas and running laterally between the homes is of an open, rail construction and is to be paintèd white. Summary: The Commission finds that the proj ect is in substantial conformance with the City I S Design Review Guidelines. C. There is a public tran_ission line in Ocean View Avenue approxiMately 200 feet to the east. Site elevation suggests gravitational flow to this 11ne would be possible. Adjacent property to the east over which a future connection line would probably cross is under the same ownership and is devoted entirely to greenhouse use. Although annexation would remove that particular obstacle to future developaent of the subject property for other than agricultural use, it in itself will not foster such development. ENVIRONMENTAL SETTING The subject property is used for growing cut flowers and potted plants in greenhouses. This property is designated Residential 2.01-3.00 Units/Acre on the City of Encinitas General Plan. It is classified Residential 3 (R-3). land to the south and east supports greenhouses. There are single family detached dwelling units to the north and west. Surrounding properties are designated Residential 2.01-3.00 Units/Acre on the General Plan and classified Residential 3 (R-3).
