CALL TO ORDER/ROLL CALl,
President Houlihan called the meeting to order at 6:03 P.M.
Present: President Maggie Houlihan, Board Members James Bond, Lupita Chavez,
Beatrice Crepeau, Dan Dalager, Christy Guerin, and Jerome Stocks.
Absent: None.
Also Board Manager Miller, Board Attorney Sabine, Board Clerk Cervone, Planning
Present: and Building Director Murphy, Housing Program Administrator, and Deputy
Board Clerk Greene.
There being a quorum present, the meeting was in order.
PLEDGE OF ALLEGIANCE
SPECIAL PRESENTATIONS/PROCLAMATIONS
Presentation by Rebecca Davis, SANDAG, regarding Housing Trust Funds.
Rebecca Davis, representing SANDAG, presented a brief overview and video of examples of
housing and smart growth throughout the region.
Ms. Davis also briefed the Council on Housing Trust Funds explaining how Trust Funds could
solve various housing problems.

CLOSING AND ADOPTION OF THE CONSENT CALENDAR
ACTION:
Guerin moved, Bond seconded to close and adopt the Consent Calendar. Motion carried.

H2. Public Hearing to approve the Draft 2003 Encinitas Housing Authority Agency Plan
and Amendments to the Section 8 Administrative Plan. Contact Person: Housing
Program Administrator Mills.
Housing Program Administrator Mills presented the staff report and reviewed the Encinitas
Housing Authority Agency Plan and amendments to the Section 8 Administrative Plan.
The staff recommendation was to approve the draft 2003 Encinitas Housing Authority Agency
Plan and Amendments to the Section 8 Administrative Plan, and direct Staff to consult with
Housing Authority sub-committee to select properties to which Project-Based Assistance
Vouchers would be attached.
ACTION:
Bond moved, Guerin seconded to approve the staff recommendation to approve the draft
2003 Encinitas Housing Authority Agency Plan and Amendments to the Section 8
Administrative Plan, and direct Staff to consult with Housing Authority sub-committee to
select properties to which Project-Based Assistance Vouchers would be attached. Motion
