1996-01-24 MINUTES OF ENCINITAS HOUSING AUTHORITY REGULAR MEETING
JANUARY24, 1996, 6:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Board Member DuVivier called the meeting to order at 6:10 P.M.
Present: Board Members Lou Aspell, James Bond, John Davis, Chuck DuVivier, Gail
Hano, and Lou Mohler.
Absent: None.
Also Secretary Wasserman, Board Attorney Kranel, Board Clerk Cervone, Assistant
Present: City Manager Benson, Community Development Director Holder, Housing &
Grants Coordinator Brown, Deputy Board Clerk Greene.
There being a quorum present, the meeting was in order.
Board Member DuVivier introduced Ms. Lu Mohler, the new Housing Authority Board Member.
He stated the Housing Authority Board was short one member and that staff was working on
appointing another member to the Board.
CLOSING AND ADOPTION OF THE CONSENT CALENDAR
Item #H3 was removed from the Consent Calendar by a member of the Board.
Hano moved, Davis seconded to close and adopt the amended Consent Calendar. Motion
carried. Ayes: Aspell, Bond, Davis, DuVivier, llano; Mohler; Nays: None.
II1. Approval of Minutes: 11/15/95 Special Meeting~ 1/10/96 Joint Special Meeting.
Contact Person: Board Clerk Cervone.
STAFF RECOMMENDATION: Approve Minutes.
II2 Adoption of Resolution 96-01 Amending Authority's Bylaws, Article II - Officers~
Section 6~ to Change the Election of Officers to the first meeting in January.
Contact Person: IIousing Coordinator Brown.
STAFF RECOMMENDATION: Adopt Resolution 96-01 amending the
Bylaws.

Bond moved, Aspell seconded to appoint Board Member Chuck DuVivier as Chair to the
}lousing Authority and James Bond as Vice-Chair to the }lousing Authority. Motion
carried. Ayes: Aspell, Bond, Davis, DuVivier, llano. Mohler; Nays: None.
BOARD/MANAGER REPORT
Secretary Wasserman announced that Housing & Grants Coordinator Brown would be leaving
the City of Encinitas for a position with the City of Vista in their Housing & Grants Department.
He thanked Ms. Brown for her hard work and wished her success in her new position.
