CALL TO ORDER ROLL CALI,
Mayor DuVivier called the meeting to order at 2:03
Present: Chairperson Chuck DuVivier, Board Members Lou Aspell,
James Bond, John Davis (arrived at 3:03 P.M.) and Gail
Hano.
Absent: None.
Also Secretary Wasserman, Board Clerk Cervone, Assistant City
Present: Manager Benson, Community Development Director Holder,
Housing and Grants Coordinator Brown, Deputy Board Clerk
Greene.
There being a quorum present, the meeting was in order.

REGULAR AGENDA
1. Review of 1993 Council Action to Establish the Encinitas
ffousin Authorit Board Visits to Other Housin Authorities
and Research Re ardin Other Authorities in San Die o Count .
Contact Person: ffousin and Grants Coordinator Brown.
Secretary Wasserman stated that on September 15, 1993, the City
Council authorized staff to proceed with steps to establish a
Housing Authority as a tool for addressing housing needs in the
community. He said the purpose of this Special Workshop was to
review background information regarding the establishment of the
Housing Authority.
Housing and Grants Coordinator Brown reviewed the 1993 Council
action to establish the Housing Authority explaining the role of
Housing Authorities, activities of local Housing Authorities,
functions of a Housing Authority, and use of Housing Authorities by
cities in San Diego County.

2. Review Status of Pro osed Housin Authorit Pro'ects in the
Five Year Consolidated Strate ic Plan.

Housing and Grants Coordinator Brown reviewed the status of the
proposed housing projects in the Five Year Consolidated Strategic
Plan.
There was Board consensus to have Chairperson DuVivier contact the
San Diego County Board of Supervisors regarding the County's
Section 8 voucher holders who reside in Encinitas, requesting that
the County "port" the vouchers for administration by the Encinitas
Housing Authority.
3. Board Consideration of Information from Board ~
Subcommittee Meetin with Consultant Jim Williams Re ardin
Ownershi Otions for Pro osed Ac isition and Rehabilitation
Pro'ect. Contact Person: Communit Develo ment Director
Holder and Housin and Grants Coordinator Brown.
Housing and Grants Coordinator Brown presented a summary from the
Housing Subcommittee meetings regarding ownership options for
proposed acquisition and rehabilitation projects.
There was Board consensus not to contract with a broker, but to
have staff contact brokers, non profits, property owners, etc.,
advising them the Encinitas Housing Authority was interested in
purchasing existing property for rehabilitation to assist the City
in meeting the goals for iow income housing.
There was Board consensus to contract with a consultant to assist
the Housing Authority in analyzing the properties and securing
financing.
There was Board consensus that the Housing Authority would not
manage any properties purchased, but would contract for management
services, and that the Board would determine project ownership on
a project by project basis.
Chuck Orr, representing North Coast Housing, requested the Board
look into upzoning areas within Encinitas to meet the affordable
housing mandates.

Community Development Director Holder requested there be a workshop
with the City Council and Planning Commission to discuss upzoning
and how it relates to meeting housing goals. She
