Chairperson DuVivier called the meeting to order at 6:15 P.M.
Present: Chairperson Chuck DuVivier, Board Members Lou Aspell,
James Bond, John Davis, and Gail Hano.
Also Secretary Wasserman, Board Attorney Krauel, Board Clerk
Present: Cervone, Assistant City Manager Benson, Housing & Grants
Coordinator Brown, Deputy City Clerk Greene.
There being a quorum present, the meeting was in order.

1. AdoDtion of Resolution 95-02 authorizing execution of ~h
Annual Contributinns Contract between the U.S. DeDar~ment o,
Housing and Urban Develo~,~ent (HUD) and the Housing Authorit~
of the City of Encinitas to a~inister 28 Section 8 Project
based certificates for the Su Casa C~....~unity ~ousi~u

Housing and Grants Coordinator Brown stated the City had awarded
$125,000 to North Coast Housing on March 23, 1994, to assist with
the purchase of the 30 unit Su Casa Apartments located at 620 Melba
Road. The U.S. Department of Housing and Urban Development (HUD)
had reserved Section 8 subsidies for the project. The reservation
was for 28 certificates out of 30 units in the project. HUD was
currently processing the Su Casa insured loan to purchase the Su
Casa project.
Ms. Brown said North Coast Housing and Su Casa Community Housing
Association (SUCHA) were requesting that the Housing Authority
enter into a new Annual Contributions Contract with HUD for the 28
Section 8 certificates. As part of the project closing, the
Housing Authority would sign a contract with SUCHA to administer
all of the certificates. She said normally SUCHA would be
responsible for the contract with RLrD and all of the
administration. With the Housing Authority contracting with HUD,
the Authority would be responsible for receiving the funds from HUD
and then paying SUCHA for the rents. For performing this

administrative task the Housing Authority would receive a fee of 3%
of the Fair Market Rent of $6965 a year under the current year Fair
Market Rent guidelines. Resolution 95-02 would authorize the
Chairperson of the Housing Authority Board to execute an Annual
Contribution Contract and other documents HUD may require.
Staff recommendation was to adopt Resolution 95-02 authorizing the
Chairperson of the Board to execute the Annual Contributions
Contract between HUD and the Housing Authority of the City of
Encinitas to administer 28 Section 8 Project based certificates for
the SUC~IA.
Hano moved, Davis seconded moved staff recommendation. Motion
carried. Ayes: Aspell, Bond, Davis, DuVivier, Hano; Nays: None.
