Present: Chairperson Chuck DuVivier, Board Members Lou Aspell, James Bond, John Davis and Gail Hano. Absent: None. Also Assistant City Manager, Board Attorney Krauel, Board Present: Clerk Cervone, Community Development Director Holder, Housing and Grants Coordinator Brown, Management Assistant Graff, Deputy City Clerk Greene. Community Development Director Holder stated that on July 27, 1994, the Board approved an application for Section 8 Vouchers under the Notice of Funding Availability offered by the U.S. Department of Housing and Urban Development (R-JD). On October 21, 1994, hUD 02/22/95 Reg. Mtg. Page 1 Mtg. #95- O~ , Bk. #1, Page ~ 02/22/95 Regular Meeting notified the Housing Authority that the application had been approved for 50 vouchers with an annual contract of $380,000. On November 16, 1994, the Board voted to contract with the City of Encinitas to provide staffing for the program. Ms. Holder said since the Board voted to contract with the City for staffing, there had been new developments. The 60 certificates which the County administers was within the City jurisdiction and did not automatically "port" into the Encinitas Housing Authority as originally discussed with - The City was unsure that hiring a person on City staff as part of a contract with the Housing Authority was the most economically efficient means of administering the program. Ms. Holder said staff was exploring two administrative options: 1. Issue a Request for Qualifications for a person or company who would be willing to establish a firm to administer the Section 8 program. 2. Negotiate a contract with the County Housing Authority to manage the 50 certificates. Jo Ann Shannon, Executive Director of North Coast Housing, reviewed their proposal for contract administration of the Encinitas Public Housing Authority's Section 8 voucher program. Bond moved, ~ano seconded to direct Community Development Holder to negotiate a contract with North Coast Housing to administer the Section 8 program. Motion carried. Ayes: Aspell, Bond, Davis, DuVivier, HanO: Nays: None. Board Member Hano requested the City Housing Authority send a letter to the Board of Supervisors requesting that they look into putting the 60 vouchers the County presently administers, into the City of Encinitas Housing Authority as originally discussed with HUD.
