1996-082 Proposition A RESOLUTION NO. 96-82 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS, CALIFORNIA SUPPORTING TIlE COMMUNITY AND NEIGHBORHOOD LIBRARY IMPROVEMENT MEASURE. PROPOSITION A The City Council of the City of Encinitas does hereby resolve as follows: WHEREAS, citizens throughout the San Diego County region rely on commumty and neighborhood libraries to obtain a variety of services and to access information; and WItEREAS, libraries serve all segments of our community including youths, adults, seniors, and businesses; and WHEREAS, the City Council supports quality library programs, operations and facilities for utilization by the public; and VOtEREAS, Encinitas receives public library services from the San Diego County Library System which operates two branch libraries in the City; and WIIEREAS, current funding levels for library services are insufficient to provide for sufficient library programs, services, operations and facilities needed by the community and the region; and WHEREAS, the San Diego County Regional Library Authority has placed on the November 5, 1996 General Election ballot for voter consideration, The Community and Neighborhood Library Improvement Measure - Proposition A, imposing a one-quarter cent special transaction and use tax (sales tax) for a five year period for public library purposes, and WHEREAS, Proposition A requires a two-thirds affirmative vote of the electorate for passage, consistent with state law requiring a special tax to be subject to voter approval; and WHEREAS, the revenues raised by the one-quarter cent sales tax shall be used solely and exclusively to supplement and enhance community and neighborhood library programs, operations, facilities and service improvements with the proceeds of the sales tax distributed to each of the eighteen cities in the County and to the County of San Diego in proportion to the additional sales tax revenues generated within each city or the unincorporated area of the County; and c:libra~\reso9682.res BOOk# /O _Pa~ I~,. WHEREAS, through discussions, public meetings and input from interested parties, Encinitas and Cardiff Branch libraries service enhancements have been identified and included in Proposition A's expenditure plan; NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Encinitas: 1. Supports The Community and Neighborhood Library Improvement Measure - Proposition A, allowing voter consideration of approving a one-quarter cent sales tax rate increase for a five year period to be used exclusively for library purposes and service improvements; 2. Urges Encinitas voters and the San Diego County region voters to support the measure.
