MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING
MARCH 20, 2024, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:00 p.m.
Present: Mayor Tony Kranz, Deputy Mayor Allision Blackwell (arrived at 3:01 p.m.),
Council Members Bruce Ehlers, Kellie Shay Hinze, and Joy Lyndes
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Director of Engineering Bankston,
City Clerk Hollywood, and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Leucadia Area Watershed Drainage Feasibility Study. Contact Person: Director of
Engineering Bankston
Environmental Considerations: The actions being considered by the City
Council are exempt from the California Environmental Quality Act (CEQA) because
it is not a “project” under Section 15378(b)(5) of CEQA Guidelines. The action
involves an organizational or administrative activity of government that will not
result in the direct or indirect physical change in the environment.
Recommended Action: Receive the Leucadia Area Watershed Drainage
Feasibility Study and Presentation.
Director of Engineering Bankston introduced consultant Tom Ryan from Q3
Consulting who presented the Leucadia Area Watershed Drainage Feasibility Study.
Director of Engineering Bankston and Mr. Ryan responded to preliminary questions
from the Council.
SPEAKERS:
Mike Honsberger, June Honsberger, Gary Murphy, and Scott Campbell spoke
regarding this item.
Director of Engineering Bankston and Mr. Ryan responded to additional questions
from the Council.
Council discussed and provided feedback regarding the study.
