MINUTES OF THE ENCINITAS CITY COUNCIL AND PLANNING
COMMISSION JOINT SPECIAL MEETING
JUNE 21, 2023, 3:00 P.M., 505 SOUTH VULCAN AVENUE
CALL TO ORDER/ROLL CALL
Mayor Kranz called the meeting to order at 3:04 P.M.
Present: City Council: Mayor Tony Kranz Deputy Mayor Joy Lyndes, Council Members
Allision Blackwell, Bruce Ehlers, and Kellie Shay Hinze
Planning Commission: Chair Kevin Doyle, Vice Chair Stephen Dalton,
Planning Commissioners Robert Prendergast (arrived at 3:27 p.m.), Chris
Ryan (arrived at 3:07 p.m.), and Susan Sherod
Absent: None
Also present: City Manager Antil, City Attorney Preziosi, Assistant City Attorney Porter,
Development Services Director Sapa’u, Planning Manager Anders, City Clerk
Hollywood and Deputy City Clerk Weichers
There being a quorum present, the meeting was in order.
AGENDA ITEMS
1. Joint Study Session with the City Council and Planning Commission to discuss new
housing legislation Assembly Bill (AB) 2011 – The Affordable Housing High Road
Jobs Act and Senate Bill (SB) 6. Contact Person: Policy and Housing Planning
Manager Anders
Recommended Action: Receive a report and legislative update on AB2011 and
SB6 which were adopted in the 2022 legislative session become effective July 1,
2023, and direct staff to draft an Ordinance for AB2011 and SB6 implementation.
Assistant City Attorney Porter provided an overview, summary, and options regarding
implementation of AB2011 and SB6.
Assistant City Attorney Porter and City staff responded to questions from the City
Council and Planning Commission.
City Council and Planning Commission provided comments regarding the
development of an ordinance to implement AB2011 and SB6.

COUNCIL ACTION:
Hinze moved, Lyndes seconded to direct staff to bring back, in August, a resolution
authorizing the initiation of an ordinance regarding AB2011 and SB6 implementation.
Motion Carried. Ayes: Blackwell, Ehlers, Hinze, Kranz, and Lyndes. Nays: None.
Absent: None.
ADJOURNMENT
Mayor Kranz adjourned the meeting at 4:51 p.m.
