MINUTES OF THE SAN DIEGUITO WATER DISTRICT
REGULAR MEETING
FEBRUARY 15, 2023, 5:00 P.M., 505 SOUTH VULCAN AVENUE
S1. CALL TO ORDER
President Lyndes called the meeting to order at 5:00 p.m.

Present: President Joy Lyndes, Board Members Allison Blackwell and Bruce
Ehlers
Absent: Vice President Tony Kranz and Board Member Kellie Shay Hinze
Also present: Assistant Board Secretary Campbell, Board Attorney Preziosi,
General Manager Hireish, Finance Manager Kazungu, Senior Civil
Engineer Olson, Water Operations Manager Gonzalez, Water
Resource Specialist Han, Board Clerk Hollywood, and Deputy Board

There being a quorum present, the meeting was in orde r.
Board Clerk Hollywood announced that the San Dieguito Water District Board
Members receive an independent stipend of $100 for convening the Water District
meetings pursuant to San Dieguito Water District Resolution No. 89-07.

Ehlers moved, Blackwell seconded to close and adopt the Consent Calendar.

8A. Approval to waive the full reading of the text of all ordinances and
resolutions introduced/adopted at this meeting. Ordinances and resolutions

Recommended Action: Approve.
8B. Approval of the Minutes of the December 21, 2022, Regular Meeting.

8C. Approval of the Warrants List (Register of Demands). Contact Person:

Recommended Action: Staff recommends that the Board review and
approve the warrants.
8D. Off-cycle Fiscal Year 2022-23 Budget Appropriation of $142,240 from
Vehicle Replacement Fund and Authorization to Purchase Fl eet Vehicle.

Environmental Considerations: The action being considered by the
District Board is exempt from the California Environmental Quality Act
(CEQA) because it is not a “project” per Section 15378(b)(5) of CEQA
Guidelines. The action involves an organizational or administrative activity
of government that will not result in the direct or indirect physical change in
the environment.
Recommended Action: 1) Adopt Resolution Number 2023-01, titled “A
Resolution of the Board of Directors of the San Dieguito Water District
Amending the Fiscal Year 2022-23 Adopted Budget” approving an off-cycle
appropriation to the Fiscal Year 2022-23 operating budget for the Fleet
Vehicle Replacement Fund (Fund 535); and 2) Authorize the purchase of a
new Utility truck in accordance with the attached quote, for an amount of
$129,309, plus a 10 percent contingency of $12,931, for a total amount not
to exceed $142,240.
8E. Emergency excavation and leak investigation to the 36 -inch water main
located within the intersection of Encinitas Boulevard and El Camino Real,

Environmental Considerations: The action being considered by the
District Board of Directors, the authorization to pay for emergency repairs,
is exempt from the California Environmental Quality Act (CEQA) under
15301(b), maintenance of publicly owned utilities.
Recommended Action: District Board authorize the payment of $93,323
to Burtech Pipeline, Incorporated (Burtech) for emergency excavation and
leak investigation completed on the 36-inch water main located within the
intersection of Encinitas Boulevard and El Camino Real, Encinitas.
8F. Quitclaim of Water Easements to 534 Ocean View, LLC Located at 534
Ocean View Avenue, Encinitas (APN 256 -151-19-00). Consent Item.

Recommended Action: 1) Adopt Resolution No 2023-03, titled “A
Resolution of the Board of Directors of San Dieguito Water District
Approving Quitclaim of Water Easement on 534 Ocean View Avenue,
Encinitas (APN 256-151-19-00);” and 2) Authorize the General Manager to
file a Quitclaim Deed of Public Water Easement.
8G. San Dieguito Water District Fiscal Year 2021-22 Basic Financial Statements
Report and Year-End Budget Report. Contact Person: Finance Manger II

Environmental Considerations: The action being considered by the
Board of Directors is exempt from the California Environmental Quality Act
(CEQA) because it is not a “project” under Section 15378(b)(5) of CEQA
Guidelines. The action involves an organizational or administrative activity

the environment.
Recommended Action: 1) Receive and file the San Dieguito Water District
Basic Financial Statements for the year ended June 30, 2022; and 2)
Receive and file this report reflecting the San Dieguito Water District’s
actual FY 2021-22 available ending net position of $14,398,375.
8H. San Dieguito Water District Fiscal Year 2022 -23 First Quarter Budget

10A. Consider informational report and opportunity to sign as an Advocacy
Agency for the “One Water North San Diego” project. Contact Person:

Guidelines. The action involves an organizational or administrative activity
of government that will not result in the direct or indirect physical change in
the environment.
Recommended Action: 1) Receive a report from Scott McClelland,
General Manager, Encina Wastewater Authority (EWA) on “One Water
North San Diego;” and 2) Consider signing on as an advocacy Agency for
EWA Potable Reuse Project.
General Manager Hireish introduced Scott McClelland, General Manager of
Encina Wastewater Authority, who presented the report and responded to
questions from the Board.
BOARD ACTION:
Ehlers moved, Lyndes seconded to have San Dieguito Water District
sign on as an advocacy Agency for EWA Potable Reuse Project.
Motion Carried. Ayes: Blackwell, Ehlers, Lyndes. Nays: None.
Absent: Hinze and Kranz.

Senior Civil Engineer Olson introduced Drew Kleis, Assistant Director of the
City of San Diego Public Utilities Department, who presented an update on
the Lake Hodges Dam repair project.
