2021-05-19 Regular Meeting MINUTES OF THE SAN DIEGUITO WATER DISTRICT REGULAR MEETING MAY 19, 2021 , 5:00 P.M., 505 SOUTH VULCAN AVENUE This meeting was. conducted utilizing teleconferencing and electronic means consistent with State of California Executive Orders. S1. CALL TO ORDER President Kranz called the meeting to order at 5:16 P.M. S2. ROLL CALL . Present: President Tony Kranz, Vice-President Catherine S. Blakespear, 'Board Members Kellie Shay Hinze, Joy Lyndes and Joe Mosca Absent: None .,Also present: Board Secretary Antil, Board Attorney Devaney, Assistant Director of Public Works Hireish, Senior Civil Engineer Knoll, Finance Manager Kazungu, Board Clerk Hollywood and Deputy Board Clerk Bingham There being a quorum present, the meeting was in order. Board Clerk Hollywood announced that the San Dieguito Water District Board Members receive an independent stipend of $100 for convening the Water District meetings pursuant to San Dieguito Water District Resolution No. 89-07. CONSENT CALENDAR BOARD ACTION: Hinze moved, Mosca seconded to close and adopt the Consent Calendar. Motion carried. Ayes: Blakespear, Hinze, Kranz, Lyndes, Mosca. Nays: None. 8A. Approval of the Minutes of the April 28, 2021 Regular Meeting. Contact Person: Board Clerk Hollywood Recommended Action:Approve the Minutes. 8B. Approval of the Warrants List. Contact Person: Assistant Director of Finance Gallup Recommended Action: Approve the Warrants List. 8C. Manchester Avenue Utility Agreements with Caltrans for water appurtenance relocation east Interstate 5 (1-5) at Via Poco as part of the North Coast Corrido Phase 1 Improvements. Contact Person: Senior Civil Engineer Knoll Recommended Action: Authorize the City Manager, or designee, in coordination with General Counsel, to execute the utility agreements between the San Dieguito Water District and Caltrans for the relocation of water improvements and appurtenances east of 1-5 at Via Poco and Manchester Avenue. 8D. Resolution Delegating Authority to Exercise Discretionary Approval of Designs for Public Works and Public Improvement Projects to the General Manager or Designee. Contact Person: Senior Civil Engineer Knoll Recommended Action: Adopt Resolution 2021-14, entitled "A Resolution of the Board of Directors of San Dieguito Water District Delegating Authority to Exercise Discretionary Approval of Designs for Public Works and Public Improvement Projects to the General Manager or Designee." 05/19/21 SDWD Reg.Mtg. Page 2 05/19/21 SDWD Regular Meeting 8E. San Diequito Water District Fiscal Year 2020-21 3rd Quarter Budget Report. Contact Person: Finance Manager Kazunqu Recommended Action: 1) Receive and file this report reflecting a revised projected available net position of $13,490,411; and 2) Adopt Resolution 2021-10, entitled ."A Resolution of the Board of Directors of the San Dieguito Water District Amending the Fiscal Year 2020-21 Budget." 8F. Notice of Completion for San Diego Botanic Gardens Administration and Horticultural Buildings 311 Saxony Lane Public Water Improvements. Contact Person: Senior Civil Engineer Knoll Recommended Action: 1) Accept the public water improvements; and 2) Authorize the Interim General Manager to file a Notice of Completion. 8G. Authorize the City Manager to approve grant applications within the purchasing authority. Contact Person: Finance Manager Kazunqu Recommended Action: District Board authorize the City Manager to approve grant applications as long as any required match is within the City Manager's purchasing authority and if matching funds are required, funds are available in the adopted budget. S9. ITEMS REMOVED FROM,THE CONSENT CALENDAR S10. ACTION ITEMS 10A. Update on the Status of San Diequito Water District's 2020 Water Rate Study. Contact Person: Finance Manager Kazunqu Recommended Action: 1) Review and discuss the initial results of the District's Water Rate Study; and 2) Provide direction to staff on the presented rate scenarios and advise staff of changes, if any, desired by the board. Finance Manager Kazungu presented the staff report and introduced Project Manager Steve Gagnon and Analyst Jonathan Jordan with Raftelis who discussed rate scenarios and sample bill impacts. p p There was Board consensus for a subcommittee of Board Members Hinze and Lyndes to work with the consultants on additional rate scenarios for Board consideration. 10B. Public Hearing Regardinq San Dieguito Water District's 2020 Urban Water Management Plan, Water Shortage Continency Plan, and Amend the 2015 Urban Water Management Plan to Include Reduction to the Bay- Delta Reliance Appendix. Page 3 05/19/21 SDWD Regular Meeting Recommended Action: 1) Receive public comments regarding San Dieguito Water District's 2020 Urban Water Management Plan, review and discuss the information presented, and advise staff of changes, if any, desired by the board; 2) Adopt Resolution 2021-11, entitled "A Resolution of the Board of San Dieguito Water District Adopting the District's 2020 Urban Water Management Plan;" 3) .Adopt Ordinance 2021-01, entitled "An Ordinance of the San Dieguito Water District Adopting a Water Supply Shortage Response Program as the District's Water Shortage Contingency Plan and Water Conservation Regulations, Adding the Program to the Administrative Code, and Rescinding Ordinance 2015-01;" and 4) Adopt Resolution 2021-12, entitled "A Resolution of the Board of Directors of San Dieguito Water District Amending the Districts 2015 Urban Water Management Plan." Senior Civil Engineer Knoll presented the staff report. President Kranz opened the public hearing. Water Resource Planner Sally Johnson, with Woodard and Curran, presented the Urban Water Management Plan and the Water Shortage Contingency Plan. Since there were no public speakers, President Kranz closed the public hearing.
